- FedBizOpps orignal notice date: 20 June 2012 Original Description: The U.S. Army Contracting Command-New Jersey (ACC-NJ), on behalf of the Office of Project Manager Combat Ammunition Systems (PM-CAS), intends to issue a Request for Proposal (RFP) for the manufacture, test, inspection, packaging, and delivery of PA191 60mm and PA154 120mm Mortar Metal Containers. The mortar cartridges associated with each metal container are shown below. Metal Container (PA191) for 60mm Mortar Cartridges: M721, M767, M722A1 Metal Container (PA154) for 120mm Mortar Cartridges: M983, M929, M930 The PA191 60mm and PA 154 120mm Mortar Metal Containers are rectangular, gasket sealed, outer metal container packaging that hold 60mm and 120mm Smoke/Illum Mortar Cartridges. The PA191 60mm Mortar Metal Container holds eight (8) cartridges and the PA 154 120mm Mortar Metal Container holds two (2) cartridges. The Manufacturing of these packaging containers requires an extensive background in the production of metal ammunition containers. The estimated maximum quantities per year: The total quantities for PA191 60mm Metal Outer Container M721, M767 and M722A1 FY13 6.47K FY14 2.67K FY15 4.03K FY16 2.77K FY17 2.23K Total 18.17K The total quantities for PA154 120mm Metal Outer Container M983, M929,and M930 FY13 72.97K FY14 3.867K FY15 39.57K FY16 14.43K FY17 47.17K Total 178 Total Quanties for both containers FY13 79.44 FY14 6.53 FY15 43.6 FY16 17.2 FY17 49.4 Total 196.17 Competition for these items will be based on Full and Open Competition in accordance with Federal Acquisition Regulation (FAR) 6.101 and FAR 16.504 (Indefinite Delivery Indefinite Quantity (IDIQ) Contracts). The Government intends to award a Firm Fixed Price (FFP) Single Award IDIQ with a Base year and four (4) one-year option periods. The intent of the United States Government (USG) is to award to the contractor that possesses the capability to produce PA191 60mm and PA154 120mm Mortar Metal Containers, utilizing Lowest Priced Technically Acceptable (LPTA) Source Selection Process. Each offeror will be evaluated against the solicitation criteria to determine if the offeror has the technical expertise, equipment, and personnel required to manufacture and manage the mortar metal containers in accordance with the solicitation requirements and delivery schedule as delineated in Section F of the solicitation. The Offeror deemed Technically Acceptable and Lowest Priced under the RFP will be awarded a contract. Technical Data Packages (TDPs) are available for this acquisition. The PA191 60mm & PA154 120mm TDPs are Distribution Statement D: Distribution Authorized to Department of Defense (DoD) Contractors only. These Technical Data Packages protect critical technical data in a potentially significant military application. This determination was made on 9 January 2009. Further dissemination and/or reproduction shall be only as directed and approved by SFAE-AMO-CAS, Picatinny Arsenal, NJ, 07806-5000, or higher DoD authority. Interested companies may request the Mortar Metal Container TDPs by completing and submitting forms: AMSTA-AR-1350, DD2345, and a Non-Disclosure Agreement to the Point of Contact (POC) listed below. The estimated date of release for this solicitation is July 2012 (Please note that the TDPs will not be released to any qualified companies until the solicitation is issued). Please Note: This notice does not constitute a Request for Proposals (RFP). Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.
