Description
Mobile Gunnery Live Fire Monitoring System (RFI) FOR PLANNING PURPOSES ONLY. This Request for Information (RFI) is ISSUED for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Formal notices will be on http://www.fbo.gov/ website. GENERAL INFORMATION: The United States Marine Corps (USMC) Program Manager for Training Systems (PM TRASYS) is seeking to identify sources capable of manufacturing a Commercial off the Shelf (COTS)/Non-Developmental Item (NDI) Mobile Gunnery Live Fire Monitoring System for USMC ground combat vehicle (AAV, LAV-25A2 and M1A1). This Mobile Monitoring System must consist of vehicle kits and a mobile monitoring station that are capable of transmitting live video and audio feeds at least 5000 meters. This Mobile Monitoring Systems must be capable of fully operating on existing USMC ranges without requiring any range modifications, nor shall the Mobile Monitoring System hinder the use of any current USMC ground combat vehicle ammunition types from 50 caliber to Anti-Tank Guided Missiles. In addition, this system must be able to record video and audio for conducting after action reviews. The vehicle kits should at least be able to provide through sight video (day and thermal), audio from vehicle's intercommunication, and weapon systems data from the gunner and vehicle commander viewpoints. Each kit should securely fit within the limit space of the turret without interfering with crew functions and have a proven durability to withstand vehicle operations over terrain features associated with USMC live fire ranges. In addition, any Nonrecurring engineering modification to a COTS/NDI system shall not exceed four (4) months to adapt to current USMC ground combat vehicle and should utilize commonality of technology between each platform to minimize future investments. For the mobile monitoring station, this must consist of monitoring equipment capable of being utilized within a common USMC wheeled vehicle such as the current USMC High Mobility Multipurpose Wheeled Vehicle (HMMWV) without any modification to the wheeled vehicle. This mobile monitoring equipment must be able to simultaneously display transmission from four vehicle kits. The mobile monitoring station must consist of one remote control camera with an option to include a thermal camera. Sources capable of satisfying the above requirements should submit capability statements/expressions of interest providing the Government information sufficient to determine actual capability. At a minimum, this information should include: 1) identification of your company or organization, 2) your company' or organizations assertion of existing, full capability to meet proposed requirements, 3) business/contracts/marketing office point(s) of contact information, 4) notification of business size and/or special status 5) pricing estimates and 6) any additional information that may be useful to the successful procurement of the requirements, if solicited.
