Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Palo Verde Ecological Reserve (PVER) is located approximately 5 miles NE of Blythe, California. The area encompasses 1,352 acres of historic floodplain of Colorado River, and formerly the property was known as the Riverview Ranch and was owned by the Travis family. The ranch was acquired by the Trust for Public Lands in the beginning of 2004 to offset degradation of wildlife habitat along the Lower Colorado River. On September 3, 2004 the property was conveyed to the State of California. California Department of Fish and Game has identified up to 1,300 acres of this property for habitat restoration. Development of PVER will be undertaken by Reclamation as part of the LCR MSCP HCP and the California Parties' California Endangered Species Act (CESA) Incidental Take Permit No. 2081-2005-008-06 (Permit) by converting agricultural crops to native riparian habitat. The overall goal for PVER is to develop and maintain as much riparian habitat as practical that will contribute to the habitat objectives for endangered and threatened species outlined in the LCR MSCP HCP and CESA Permit. There is an existing irrigation system in place which includes two electric 30 cfs pumps, 9 miles of lined canals and lateral ditches; a drainage ditch bisects the property Reclamation is seeking sources that are capable of providing the following types of services: "Farming services including custom tillage and equipment. "Spraying (herbicides and fertilizer) "Seeding/Planting "Leveling/Contouring, border maintenance "Irrigation services, repair and maintenance. "Road maintenance and watering. "Other services might include: purchasing commercially available seed, shallow excavation up to maximum 2 foot depths, purchasing and applying herbicides and fertilizers. "Eradication of nuisance mammals The project period of performance (5 years) is anticipated to begin January 1, 2013 with an anticipated completion date in 2018. Interested offerors should provide evidence that they have the personnel, equipment, tools and materials supervision and other items and services necessary to perform farming services, herbicide and fertilizer application, planting/seeding, leveling/contouring, provide irrigation services/repairs, road maintenance/repair and excavating as defined in this performance work statement (PWS). The capability package should include the following information: (1) Capability statement showing recent experience doing this type of work or work similar in scope and complexity; (2) Company name and address, point of contact, phone number and email address; (3) Business size & type: 8(a), HubZone, Service Disabled Veteran, Small Business, Women-owned, Large Business, etc. All firms should identify whether or not they are a small business or other than small business in accordance with the size standard for The North American Industry Classification (NAIC) of 115112, Soil Preparation, Planting, and Cultivating which is being considered for this project - The Small Business Size Standard for this NAIC is $7 Million. Firms may also provide recommendation for use of an alternate NAICS code. Responsible sources are welcome to submit a capability statement on or before 12:00 PM on February 28, 2013.
