- The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) is issuing a Request for Information (RFI) to identify potential sources in the state of Georgia, capable of providing the physical structure, equipment, personnel and services, in a properly staffed and secure environment under the authority of the Immigration and Nationality Act, as amended. The information obtained through this RFI is to obtain market information and capabilities for planning purposes and to determine appropriate strategies to meet the Agency's requirements. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned. ICE is responsible for the detention of aliens in removal proceedings, and aliens subject to final order of removal. ICE houses detainees in a variety of federal, state, local, and private facilities. ICE requires a facility and operator to fulfill the detention portion of ICE's mission in the state of Georgia. Interested parties may consider existing facilities, newly constructed facilities, or a combination of the two where one can augment support services, such as: food, maintenance, laundry, utilities, and dental/medical/mental health as a way of minimizing construction costs, build-out time, and operational expenses. The ideal facility or facilities will provide both medium to maximum security case beds and low to minimum security case beds that is designed and operated to process and house adult detainees, including the full range of criminal and non-criminal cases, in a manner consistent with ICE's Performance Based National Detention Standards (PBNDS) and its civil detention reform initiatives. When providing pricing information, Contractors should account for all applicable Department of Labor Wage Determinations. Please see the attached RFI regarding immigration detention services in the State of Georgia. Responses to this RFI are due by 4:30pm EST February 11th, 2013. There is no limitation on pages.
