CONTRACTING OFFICE ADDRESS Department of the Air Force, USAF Academy - 10th Contracting Squadron, 10 CONS/LGCB, 5226 Cedar Drive, USAF Academy, CO, 80840 DESCRIPTION This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. Do not submit a bid/quote at this time. This is a pre-solicitation notice for a 22-kip and 55-kip Load Frames with options or equal product. SPECIFICATIONS/SALIENT CHARACTERISTICS: This will be a Brand Name or equal acquisition. Line Item 0001 - The 22-kip Test Load Frame shall be equal to or better than the following specifications: • Frame shall have a max capacity of 22 kip • The system shall have sufficient load frame, actuator, servo-valves, LVDT, and load cells to accommodate a 22-kip load • Shall be able to interface seamlessly, without additional modification, with MTS TestStar IIm, FlexTest GT, and FlexTest 60 controllers • Only commercially available parts shall be used, i.e. no one-of-a-kind parts • Load frame • Shall have 66 inches vertical test space or more • Shall have 6 inch actuator stroke or more • Shall have 6 inch LVDT § Must be dynamic rated • Base plate mounted actuator • Shall be a dual post load frame with 3" diameter posts • Footprint shall be 45" by 45" or less • Shall weigh less than 5,000 lbs • Shall be able to run off a central MTS 505.90 SilentFlo Hydraulic Power Unit servicing eight other load frames • All components must be fatigue rated to max capacity of the frame • Shall have actuator design for high frequency testing to test at 50 Hz or greater • Shall be able to interface seamlessly with MTS hydraulic grips - Servovalves • Shall operate on 3000 psi or less • Two-stage nozzle design • 10 gpm • Shall be able to operate at frequencies of at least 50 Hz • Shall be able to interface seamlessly, without additional modification, with MTS TestStar IIm, FlexTest GT, and FlexTest 60 controllers • Load Cell • Fatigue rated • Full scale must be within the maximum load of the frame • Must have dynamic load rating to the maximum load of the frame • Shall be able to interface seamlessly, without additional modification, with MTS TestStar IIm, FlexTest GT, and FlexTest 60 controllers • Shall be able to interface seamlessly with MTS hydraulic grips • LVDT/Actuator • Fatigue rated • Actuator shall be integral to the base • Actuator shall come with anti-rotation fixturing • Full scale must be within the maximum load of the frame • Shall have dynamic load rating to the maximum load of the frame • Shall be able to interface seamlessly, without additional modification, with MTS TestStar IIm, FlexTest GT, and FlexTest 60 controllers •- Line Item 0002 - The 55-kip Test Load Frame shall be equal to or better than the following specifications: •- - Frame shall have a max capacity of 55 kip •- - The system shall have sufficient load frame, actuator, servo-valves, LVDT, and load cells to accommodate a 55-kip load •- - Shall be able to interface seamlessly, without additional modification, with MTS TestStar IIm, FlexTest GT, and FlexTest 60 controllers •- - Only commercially available parts shall be used, i.e. no one-of-a-kind parts •- - Load frame • Shall have 80 inches vertical test space or more • Shall have 6 inch actuator stroke or more • Shall have 6 inch LVDT § Must be dynamic rated • Base plate mounted actuator • Shall be a dual post load frame with 3" diameter posts • Footprint shall be 45" by 45" or less • Shall weigh less than 5,000 lbs • Shall be able to run off a central MTS 505.90 SilentFlo Hydraulic Power Unit servicing eight other load frames • All components must be fatigue rated to max capacity of the frame • Shall have actuator design for high frequency testing to test at 50 Hz or greater • Shall be able to interface seamlessly with MTS hydraulic grips •- - Servo-valves • Shall operate on 3000 psi or less • Two-stage nozzle design • 15 gpm • Shall be able to operate at frequencies of at least 50 Hz • Shall be able to interface seamlessly, without additional modification, with MTS TestStar IIm, FlexTest GT, and FlexTest 60 controllers •- - Load Cell • Fatigue rated • Full scale must be within the maximum load of the frame • Must have dynamic load rating to the maximum load of the frame • Shall be able to interface seamlessly, without additional modification, with MTS TestStar IIm, FlexTest GT, and FlexTest 60 controllers • Shall be able to interface seamlessly with MTS hydraulic grips •- - LVDT/Actuator • Fatigue rated • Actuator shall be integral to the base • Actuator shall come with anti-rotation fixturing • Full scale must be within the maximum load of the frame • Shall have dynamic load rating to the maximum load of the frame • Shall be able to interface seamlessly, without additional modification, with MTS TestStar IIm, FlexTest GT, and FlexTest 60 controllers •- DFARS 252.225-7001, Buy American and Balance of Payments Program and FAR 52.211-6, Brand Name or Equal apply to this acquisition. Delivery FOB Destination to USAF Academy, CO 80840. The North American Industry Classification System Code (NAICS) is 334519. This acquisition is unrestricted. It is anticipated the solicitation will be issued electronically on or about 12 FEB 13 on the Federal Business Opportunities (FBO) web page at https://www.fbo.gov/. Due date for receipt of proposal will be indicated in the solicitation document when it is released. Once the solicitation is posted on FBO, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Offerors must be registered with the System for Award Management (SAM) or may not be considered for award. Registration can be accomplished at https://www.sam.gov. As of 1 January 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. Representation and Certification are to be accomplished at https://www.sam.gov. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at http://www.dnb.com /. The Government plans to award a firm fixed price contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation is the lowest priced offer that is technically acceptable, past performance being considered. This acquisition will use FAR Part 12 and 13 procedures and the following evaluation criteria will be used to evaluate proposals: a. Technical b. Price c. Past Performance OMBUDSMAN (NOV 2012) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
