- DRAFT Performance Work Statement, dated 9 Jan 2013 Industry Questionnaire - Integrated Solid Waste Services THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT ANNOUNCEMENT ONLY. This is a Request for Information/Sources Sought for market research purposes only in accordance with FAR 52.215-3 as stated below. This is NOT a Request for Proposal. FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes. As prescribed in 15.209(c), the following provision applies: Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: market research. (End of Provision) The Air Force Test Center, Edwards Air Force Base, CA is seeking vendors capable of providing Non-Hazardous, Integrated Solid Waste Services (Refuse Collection/Landfill Operations/Recycling Services) for Edwards AFB, CA. Your response will be treated as information only. Responses to this notice are not quotes and cannot be accepted by the Government to form a binding contract. The Government will not provide reimbursement for costs incurred in responding to this Request for Information. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Responses to the Request for Information/Sources Sought do not bind the Government to any further action related to this topic. SCOPE OF WORK Edwards AFB Contracting is seeking potential sources capable of performing Non-Hazardous, Integrated Solid Waste Services (Refuse Collection/Landfill Operations/Recycling Services) for Edwards AFB, CA. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, other items and services necessary to operate and maintain a landfill and a recycling center at Edwards AFB, CA. These services shall include: refuse collection, recycling, green waste collection and composting to include the Air Force Research Laboratory (AFRL) and the National Aeronautics and Space Administration (NASA). This area covers approximately 30 square miles. The contractor shall perform to the standards in the solid waste facility permit and any renewals. Other requirements include State Water Board Orders and applicable Edwards AFB Joint Technical Document (JTD), as well as all local, state and federal regulations and permits. The landfill is presently permitted for 350 tons per day of refuse and 160 tons per day for green waste. Performance under any resultant contract must meet all applicable standards and codes. The Service Contract Act will apply. A DRAFT copy of the Performance Work Statement (PWS), dated 9 Jan 2013, is attached to this Request for Information/Sources-Sought synopsis for additional details and for convenience. This PWS is a DRAFT. The North American Industry Classification System (NAICS) Code is 562111 and the Small Business Size Standard is $12,500,000.00. A firm-fixed price contract is contemplated to include a contract period of a one-year basic period with four one-year options. Contract award is estimated to take place before 1 Oct 2013. F.O. B. Destination: Edwards AFB, CA 93524 RESPONSE INSTRUCTIONS Please note that this synopsis is for planning purposes only, does not constitute a solicitation for competitive bids/proposals, and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, a complete capabilities package that shall include, as a minimum: 1) evidence of past experience and related projects that covers the criteria above - including a list of any government or private industry contracts, current point(s) of contact for the contract action, value/price of such efforts and effective/actual dates of contract performance; 2) size of firm, large or small business IAW FAR 52.219-1; 3) whether or not these services are provided commercially to non-government agencies; and 4) the capability to support the requirements as identified above which shall be considered. Please see the attached Industry Questionnaire for your response. The information received in response to this notice will be considered solely for determining whether to conduct a competitive procurement and to determine whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. Prospective vendors must provide proof of small business representation through the System for Award Management (SAM) website (www.sam.gov). A determination by the Air Force not to open the requirements to open competition, based on response to this sources-sought synopsis, is solely within the discretion of the Air Force. If a Request for Proposal (RFP) is issued, it will be announced at a later date. All interested parties must respond to that RFP announcement separately from the response to this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement.
