Draft Requirement Description RFI Request for Information M00264-13-RFI-0210 Environmental Compliance Audit Tools PURPOSE: This Request for Information (RFI) is an effort to conduct market research for use in formulating an acquisition plan/strategy to obtain support for The Marine Corps Installations Command (MCICOM) Facilities Directorate (GF). This requirement supports environmental compliance audits at facilities across the globe by providing auditors ready access to existing environmental compliance regulations and drivers, efficiently determine applicable compliance requirements, customize checklists for installation use and plan for meeting future regulatory requirements. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry capabilities and solicit feedback for acquisition planning purposes. BACKGROUND: MCICOM GF uses tools and resources provided by REGSCAN Inc. on an annual subscription basis to meet this requirement. The DoD, Department of the Army, Department of the Navy and the Unites States Marine Corps leverage access to the common architecture tied to the REGSCAN solution. The Marine Corps is attempting to determine if there is an alternative solution or potential competitive third party supplier of these services. CORE OBJECTIVES: The draft requirement description provided with this RFI sets forth the required support as follows: service will be available to all USMC personnel to include contractors in performance of their duties under Marine Corps contracts. These services include: - Online access to regulatory updates, tracking, and access to environmental and safety requirements at the federal, state, and regional levels as well as overseas requirements - Links between TEAM Guide checklist questions and their regulatory drivers - Customized links for all USMC and MARFORRES TEAM Guide checklists - Side by side comparison of regulatory requirements - Personal pages for each user that allows individual regulatory updates - Updates on pending environmental legislation - Access to Environmental Health and Safety (EH&S) News Brief service - 'Plain-English' Treatise material for Federal, CA and NC checklists - Federal and state Environmental Legislative Review (ELR) updates - Providing data CDs as required to provide laptop access for similar services offline - Sufficient server space to accommodate USMC use of the services provided - Information will be provided through the WEBCASS online services and Environmental Management Portal. Approximately 400 users are anticipated. INSTRUCTIONS: Responses to this RFI shall not exceed five (5) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate the ability to deliver the required support; (2) GSA Schedule Contract number if available via GSA Contract; and (3) Other material relevant to establishing the ability to provide the required support. Please identify Large/Small Business size and CAGE. Response is due by 14 February 2013, 3:00 PM.
