- This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market survey information planning purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB) to compete and perform a Firm Fixed Price Contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The White River National Forest in Glenwood Springs, Colorado anticipates soliciting for and awarding a project for HVAC replacement and energy improvements in the Supervisor's Office and Headquarters located in downtown Glenwood Springs, Colorado. The two-story historical building was constructed in 1919 and has a gross building area of 17,245 square feet which includes the basement. The anticipated contract will include mobilization; complete replacement of the HVAC system to include boilers and hot water heating system and piping, roof top package units, computer network room HVAC split system and installation of new duct work, venting and associated electrical components; mitigation of asbestos-containing materials in areas and components impacted by construction; roof finish removal and replacement; installation of window weather stripping; historic window and door energy improvements; fire system upgrade and replacement; and cleaning and repointing of the exterior masonry walls and parapets. Potential Optional Items may include installation of a rooftop photovoltaic (PV) system; exterior landscaping; and replacement of the degraded T-111 siding on the east side of the building. Under all Base and Optional bid items the Contractor shall furnish all labor, materials, equipment, tools, transportation, supplies, storage, other incidentals and all work required to complete the proposed work in accordance with the approved final drawings, specifications and provisions of the contract. Contractor may also be responsible for assumption of liability and security of the building during construction. The project is anticipated to begin in August 2013 with an anticipated completion date of February 2014. The estimated duration of the project will be approximately 180 days. A formal site visit will be announced at a later date. The proposed project will be a firm-fixed price contract. The estimated magnitude of this contract is between $900,000.00 and $1,500,000.00. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 238220, Heating and Ventilation System Component Installation. Small Business Size Standard for this acquisition is $14.0 million. Prior Government contract work is not required for submitting a response under the sources sought synopsis. It is anticipated that award will be based upon the best value to the Government. The estimated solicitation issuance date is on or about 30 March 2013, and the estimated proposal due date is to be determined. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on or about 15 March 2013. Offeror's response to this Synopsis shall be limited to 5 pages and shall include the following information: Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's interest in bidding on the solicitation when it is issued. Offeror's capability to meet personnel requirements. Offeror's capability to perform a contract of this magnitude and complexity including in-house capability to execute construction; a brief discussion of at least 2 comparable projects performed within the past 5 years to include customer name, timeliness of performance, customer satisfaction, and dollar value of the project. Offeror's type of small business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) or Woman-Owned Small Business (WOSB). Offeror's Joint Venture information if applicable - existing and potential Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) Interested Offerors shall respond to this Sources Sought Synopsis no later than 4:00 PM (MST) 12 February 2013.
