Description
RFP - W912DS-13-R-0008 The U.S. Army Corps of Engineers New York District intends to issue a solicitation for the acquisition of container-based housing units. This project includes the provision, installation, testing, and removal of a prototype of urban post-disaster housing units within New York City for the New York City Office of Emergency Management (NYC OEM) and New York City Department of Design and Construction (NYC DDC). The prototype will consist of a 3-4 story complex of a minimum of six (6) units of post-disaster housing (three 1BR units and three 3BR units) using shipping container-based modules, to be installed on an approximately 40' x 100' site at the corner of Red Cross Place and Cadman Plaza East in Brooklyn, NY. One first-floor unit may be used as a project gallery space open to the public for the duration of the project. The installation phase will include mobilization, organization, operation, testing and maintenance of the units at for one (1) year. The installed units will be used as determined by the City of New York for evaluation purposes, and should be assumed to be occupied by residents for at least six months out of the one-year period. Approximately one (1) year after the assembly of the units, the contractor shall remove the units and restore the site to as-good or better condition. The contractor will be responsible for providing the units designed in accordance with applicable criteria, as specified in the quote mark City of New York Office of Emergency Management Design Standards and Performance Specification for Interim Housing Units quote mark, the NYC Construction Codes, quote mark Urban Interim Housing Site Design Playbook. quote mark The Contractor will be required to obtain all required permits, to include the submission of designs to the New York City Department of Buildings. The contractor shall also be responsible for performing any required site preparation work, to include but not necessarily limited to foundations, connection to underground utilities, pavements, landscaping, etc. The contractor will provide the units as a quote mark turn-key quote mark project, cradle to grave, to be in-use for a period of one year after installation, and then removed by the contractor. One of the goals of this project is to test the full spectrum of prototype deployment, including logistical operations and permitting procedures involved in creating a habitable structure for post-disaster housing. The prototype will be evaluated for suitability as post-disaster housing according to design, delivery, maintenance, and occupancy criteria. The solicitation is anticipated to be a Firm-Fixed Price contract. The North American Industry Classification System (NAICS) code is 332311 Duration of Contract: Units are required to be installed and ready for occupancy within 120 days from receipt of the Notice to Proceed (NTP), overall contract duration is 540 calendar days from NTP. This acquisition will be solicited as a 100% small business set aside. The source selection process will be Best Value Trade-Offs. Request for proposals (RFP) for the subject acquisition will be available on or about 05 February 2013. Proposal due date is scheduled for on or about 07 March 2013 at 2:00 P.M. EST. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with Central Contractor Registration (CCR), located at www.ccr.gov, and Federal Business Opportunity (FedBizOpps), located at http://www.fbo.gov, in order to safeguard acquisition-related information for all Federal Agencies.
