Description
SOW This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals under the authority of 41.U.S.C. 253 (c)(1) as set forth in Federal Acquisition Regulation FAR 6.302-1 (ii)(B). The government intends to solicit a quote and enter into a firm fixed price one year contract with an option for an additional one year period of performance, with Lucinda Pfalzer, PhD, PT, 15384 Bealfred Drive, Fenton, MI 48430, DUNS number 130899748. The Rehabilitation Medicine Department (RMD) resides within the Mark O. Hatfield Clinical Research Center, a state of the art, 250-bed biomedical research hospital located on the campus of the National Institutes of Health in Bethesda, MD. The RMD was established to perform cutting edge rehabilitation research and to provide the highest quality rehabilitation assessment and treatments for patients with complex medical conditions. The Department initiates, collaborates in, and supports biomedical research conducted at the Clinical Center. In 2001, the RMD in conjunction with the National Naval medical Center in Bethesda, Maryland began two protocols (02-CC-0044 & 02-CC-0045) to study upper extremity impairment variables in women with breast cancer. The purpose of this contract is to maintain the analytic and scientific support services needed to assist in the thorough analyses of complex, linked data sets for these two protocols. Our immediate needs are for an experienced physical therapist trained in the field of oncology researcher with expertise in vocational issues associated with breast cancer impairments to conduct analyses using the relevant data sets that have been gathered to date as well as complete the data gathering process and the subsequent analysis. This contract is to acquire the necessary research support services of a single experienced physical therapy research analyst with an in-depth working knowledge of protocols 02-CC-0044 & 02-CC-0045 and the related data sets who can perform the necessary longitudinal statistical analyses, interpret the results, and present those results in written and oral form. The intent is to complete these protocols in a one year period and not more than two years. It is critical for the contractor to possess the skills necessary to work effectively with a talented and diverse research team. The research work requires project conceptualization, protocol development, data file construction/manipulation, statistical analyses, and preparation of reports in a strict condensed timeframe. Substantive contributions to associated publications is expected. Knowledge of and adherence to the ethical guidelines and regulatory requirements for research involving human subjects is a necessary component of the required support services. Small businesses are encouraged to respond to this notice if they are capable to meet the needs of this requirement. Written responses to this notice shall contain sufficient documentation to establish a bonafide capability and compatibility to fulfill the requirement. A complete statement of work is attached for reference. The intended procurement will be classified under North American Industry Classification System Code 541712, Research and Development in the Physical, Engineering, and Life Sciences with a size standard of 500 employees. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1)(i). The Government shall consider all responses received prior to the close date of this announcement. All responses must be received no later than March 4, 2013 at 1:00PM, Eastern Standard Time.
