Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Arizona Army National Guard seeks a self-propelled vehicle to move a skid-type helicopter, in and around parking and maintenance hangar facilities. Gross weight of the helicopters will be up to 9,500 pounds. Although the principle operating environment will be in and around a developed airfield facility at Marana, Arizona, the Government seeks a product that is also capable of operating on unimproved areas (e.g., gravel, grass) and also under winter weather conditions (to include snow and ice). Electric/battery powered motor, with sufficient torque and wheel traction to be capable of crossing hangar rails and steps, along with sloping grade. Intended operating environment will not always be level or hard-stand quality. Safety system needs to activate an emergency braking system in the event of unit hydraulic pressure failure, and accommodate an emergency towing system. Electrical system needs to include an appropriate auxiliary power unit (APU) with standard aviation receptacle and converter (step down to appropriate aircraft voltage). Night lighting system is preferred to facilitate safety during night operations. Primary intended helicopter will be the LUH-72. Current maintenance requirements have created a more labor intensive situation for routine movement of the aircraft. The Government seeks an alternative that will allow a single operator to reposition the helicopter, in or out of the hangar.
