- Description
- As stated in the synopses of 1 October 2012 and 8 November 2012, the Naval Air Systems Command (NAVAIR) intends to conduct a full and open competition in accordance with FAR 6.102(b) for a Small Form Factor (SFF) Transponder that will provide identification, position, and surveillance reporting in response to challenges from airborne, ground based, and surface interrogators. The purpose of this synopsis is to provide updates to the information presented in the synopses of 1 October 2012 and 8 November 2012. Except as modified by this synopsis, ALL information in the 1 October 2012 synopsis and the 8 November 2012 synopsis remains unchanged. The following SFF procurement milestones with notional completion dates are provided: Revised draft SFF statement of work, draft CDRLs, and questions/answers posted to NAVAIR Homepage - 5 February 2013; Revised Specification (final) posted to MyNAVAIR PMA-213 Secure Web Portal - 4 February 2013; Formal RFP posted to NAVAIR Home Page - 25 March 2013; Due Date for Proposal Submittal - 14 May 2013; Fit Check at Naval Air Station, Patuxent River, MD - 15 May 2013; and Planned Contract Award Date - 24 September 2013. Please note that these dates are subject to change. Directions for accessing the NAVAIR Homepage and the MyNAVAIR PMA-213 Secure Web Portal can be found in the synopsis of 8 November 2012. Please note that ALL future communications with industry will be accomplished through postings to the NAVAIR Homepage. The pass/fail requirements are modified as follows: offeror must have obtained an AIMS Box Level Certification pursuant to AIMS 03-1000A with Changes 1, 2, and 3 (ATCRBS/IFF/Mark XIIA Electronic Identification System and Military Implementation of Mode S) baseline requirements by the date of submission of the proposal (estimated to be 14 May 2013). All other pass/fail requirements remain unchanged from the 1 October 2012 synopsis.
