Description
Synopsis FA4418-13-R-0008 for Taxiway Kilo and Hot Cargo Pads Reconstruction at JB CHS-AB: The scope of this project consists of furnishing all plant, labor, material, equipment, supplies and supervision necessary to complete the following combined two projects at Joint Base Charleston - Air Base (JB CHS-AB), Charleston, South Carolina with a performance time of approximately 300 days: 1. Taxiway Kilo, DKFX 06-1003K The work to be performed under this contract consists of the complete reconstruction of Taxiway Kilo starting at Taxiway Delta and tying into the Hazardous Cargo Aprons. The new pavement shall consist of 75 foot wide Portland cement concrete pavement, 25 or 30 foot wide asphalt shoulders and subsurface drainage system. Also, included in this project is a new airfield lighting for Taxiway Kilo, new airfield pavement markings and sodding and grassing of the adjacent open area. AND 2. Hot Cargo Pads, DKFX 11-1057 The work includes the complete reconstruction of the Hazardous Cargo Aprons with new Portland cement concrete pavement and asphalt pavement shoulders. Incidental work includes but is not limited to new pavement markings, airfield lighting, underdrains and grassing. Dollar magnitude for this contract is more than $10,000,000.00. The applicable NAICS code is 237310 with a Small Business Size Standard of $33,500,000.00. FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. RESPONSE REQUESTED FROM INTERESTED CONCERNS 8(a), SDVOSB, HUBZone, and Small Business concerns will first be sought by individual group. If a response from two or more qualified firms is received for any of the categories, this requirement may be set-aside. Should an insufficient number of responses be received in each category, the requirement will be issued as unrestricted without further notice. Interested 8(a), SDVOSB, HUBZone and Small Business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible, but no later than 15 February 2013 with the following minimum information: THE FOLLOWING INFORMATION IS REQUIRED: (a) Indicate which set-aside you qualify for under NAICS code 237310: 8(a), SDVOSB, HUBZone, or Small Business. (b) A positive statement of your intention to submit an offer/bid on this contract as a prime contractor. (c) Provide DUNS Number or Cage Code. (d) Evidence of recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, percent and description of work self-performed, and points of contacts with current telephone numbers and email addresses. (e) Evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested 8(a), SDVOSB, HUBZone, and Small Business concerns. The solicitation will be issued electronically on or about 23 April 2013 on the Federal Business Opportunities web page at https://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. All contractors must be registered in the System for Award Management (SAM), register at http://www.sam.gov. NOTICE TO OFFERS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation/RFP either before or after the bid opening/RFP closing date.
