Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and the reference number is RFQ011613. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60 and DFARS change notice 20120726. The Quoter must quote on an all or none basis. Written quotes are required (oral quotes will not be accepted). Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Quoters, Commercial Items. The government will award a contract on the basis of the lowest priced quote. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. Award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106-2. Please include CAGE Code, DUNS, Tax Identification Number, FOB Point, Discount Terms and Delivery Date. This is a 100 percent small business set aside. The NAICS Code is 333318 and the size standard in number of employees is 1,000. REQUEST FOR QUOTE Electric Washers, Electric Dryers SOLICITATION NUMBER RFQ 011613 1. Submission of Quotes Due Date: Quotes are due on Friday the 15th of February, 2013 at 1:00 P.M. Central Standard Time (CST). Quotes received after 1:00 P.M. CST will not be accepted. Submitted quotes must be effective for 60 days after submission. Quotes shall be mailed or handcarried to 802d Contracting Squadron, 1655 Selfridge Ave., Lackland AFB, TX 78236, Attention: Venetia Shaw or Cathy Garcia. FAX or emailed quotes will NOT BE ACCEPTED. 2. Description of Goods/Services: Electric, Energy Star Compliant, Commercial Washing Machines - no smaller than 16lb capacity, approximate dimensions are 27"W x 25.5" D x 42.75"H. Washers shall be heavy-duty machines designed specifically for commercial use. Contractor furnishes all parts and accessories to make all connections (hot and cold water hoses, drain hose, etc., to make equipment operational. All washers shall be equipped with UL listed, molded 3 prong 110V male plug. Electric, Commercial Grade Dryers - Largest capacity, minimum 18lb, approximate dimensions are 23"W x 23"D x 73.75"H, dual drum stackable dryers. Dryers shall have push to start button, which operates only when door is closed. Dryers shall be heavy duty machines designed specifically for commercial use. Contractor furnishes all electric cords which shall be UL listed, molded 3 or 4 prong 110v or 220v male plug, whichever is applicable to the building electrical requirement as well as other necessary parts required for installation. Washers and Dryers shall be heavy duty, commercial or industrial brand and designed to have the minimum number of control knobs, switches, settings, and cycles. All washers and dryers shall be white in color. Washers and Dryers shall operate without the use of coins or tokens and shall not have any coin or token slot attachments. The 802nd CONS will issue a purchase order to the vendor who is determined to have quoted the lowest evaluated price to the government. Award will be made to the responsible vendor who quoted the lowest evaluated price. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. 7. Best Value Determination. The technically acceptable, lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. The evaluation will stop at the point when the government determines a quoter to be technically acceptable with the lowest evaluated price, because that quote will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that quoter without further evaluation of other quoters. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes. 8.
