Description
This is a pre-solicitation notice. This notice does NOT constitute a Request for Proposal or an Invitation for Bid. The intent of this notice is to notify potential offerors that the US Army Corps of Engineers intends on soliciting proposals and awarding a Firm-Fixed Price Construction Contract. The work will include design and construction of a Forward Area Arming and Refuel Point for the Afghan Air Force. The work will take place in Kunduz District, Kunduz Province, Afghanistan. The contract will be solicited and awarded in accordance with FAR Part 15 and Part 36. This will be a Two-Phase Design-Build Construction Contract. This will be evaluated as a Best Value, Trade-Off Acquisition. The solicitation will utilize Source Selection Procedures which will require offerors to submit a technical proposal and past performance information, along with a price proposal to be evaluated by the Government. All offerors shall have the proper capabilities to perform this contract. The project consists of site-adapt and modified site-adapt construction. The project is defined as the design, material, labor, and equipment to construct buildings, parking, utilities, airfield area, force protection, and other related infrastructure for a population of approximately 100 personnel. The need includes space for 40 resident, 25 non-resident, and 35 additional personnel, along with space for resident and transient aircraft. The project includes tying into existing infrastructure and constructing new utility systems that will be described in future documents. Future provided plans are based on standardized plans, existing conditions, current standards and design requirements, with respect to planned operational aircraft, facility, infrastructure, vehicles, equipment and number of resident and transient personnel supported. The airfield area, which includes the aircraft parking apron, re-fueling point, arm/disarm point, and connecting taxiway shall be designed based on the Conceptual Site Plan, providing rigid pavement, hot-mix asphalt shoulders, airfield pavement markings, tie-downs, and static ground points. It is anticipated that the solicitation will be issued on or around 20-February-2013. Please be advised this requirement may be delayed, revised, or cancelled at any time prior to award. The NAICS code for this procurement is 236220. The estimated magnitude of this project is more than $10,000,000. The pre-solicitation, solicitation, amendments and all other related documents and information will be issued via internet ONLY utilizing the Federal Business Opportunities (FBO) website. It is the contractor's responsibility to stay current with all postings. All interested offerors must be must be registered with the System for Award Management (SAM) website at www.sam.gov in order to be considered for this acquisition.
