- Draft Performance Work Statement Sources Sought and Request for Information Strike, Defensive Systems, C4ISR, and Conventional Forces Technical Support This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is issuing this notice to obtain information to assist in determining the appropriate acquisition method to procure technical support for the Office of the Secretary of Defense (OSD), Cost Assessment & Program Evaluation (CAPE). The objectives of this requirement must be met by professional personnel who are highly skilled, have a TOP SECRET security clearance, and are keenly aware of the sensitivity associated with the information and areas in which they are performing. The anticipated period of performance for this requirement is five (5) years; a 12-month base period, and four (4) 12-month option periods. Service is anticipated to commence on approximately 07 May 2013, and allow for a 14 to 30 calendar day transition period. To this end, the WHS Acquisition Directorate is seeking the following information from all interested companies, in particular small businesses to include small businesses in all socio-economic categories: 1) A demonstrated understanding of the requirement, with specific demonstrated experience and capability to be available to address issues using various levels of analysis to include first principles approaches for the engineering analysis of system elements through the strategic levels of warfare. 2) Any recommendations to the Draft Performance Work Statement. 3) Relevant Corporate Experience: Provide information that demonstrates the extent of your corporate experience performing the same or similar work during the last three (3) years. 4) Any recommendations to the labor categories provided. 5) The Government is issuing this sources sought notice under NAICS Code 541611 - Administrative Management and General Management Consulting Services, and NAICS Code 541990 - All Other Professional, Scientific and Technical Services. Considering the nature of the work specified in the PWS, the Government welcomes comments as to which NAICS Code is most appropriate for this action. INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to ten (10) single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum excluding charts and graphics) and should also include current business size status, and any applicable Federal Supply Schedule. This indication should be clearly marked on the first page of the response, as well as the eligible business concern's name, point of contact, address, and cage code. All responses to this Sources Sought Notice must be submitted electronically (via e-mail) to Benjamin Bryant, Contract Specialist, at benjamin.bryant@whs.mil. Facsimile responses will not be accepted. COMMON CUT-OFF TIME/DATE: Capability statements with respect to the information above are due no later than 3:00 p.m. (EST) on Friday, 22 FEB 2013. Capability statements received after this date and time may not be considered. DISCLAIMER AND IMPORTANT NOTES: This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this notice, the Government MAY issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Sources Sought Notice or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
