Enclosure 2: Industry Day Agenda and Timeline. Enclosure 1: Registration form for Contractors to complete and submit for inclusion to Industry Day. This notice is a follow-up to Sources Sought Posting: KC-130J_Peculiar_Components_ILS_September_2012 PRE-SOLICITATION CONFERENCE: Naval Air Systems Command (NAVAIR) is sponsoring an unclassified Pre-Solicitation Conference (Industry Day) for the upcoming competitive requirement for the KC-130J Peculiar Component Integrated Logistics Support (PCS) contract. The event will provide a general overview of PMA-207's KC-130J Peculiar Component Support requirements, a forum to ask questions, networking opportunities, and an opportunity to observe the facilities and operations currently provided by Naval Surface Warfare Center (NSWC) Crane, IN. The Pre-Solicitation Conference will take place on 20 February 2013. The Pre-Solicitation Conference is intended to give Industry partners the opportunity to ask questions and to provide feedback on the Government's draft Performance Work Statement (PWS), which is attached to this announcement. Industry partners are encouraged to submit specific questions and feedback regarding the draft documents via e-mail to LTJG Dan Laursen at Dan.Laursen@navy.mil or Shavar Nevins at Shavar.Nevins@navy.mil, up to, during and following the pre-solicitation conference. Please note that a composite list of questions and answers will be provided via FedBizzOpps following the event. The Pre-Solicitation Conference will begin at 09:00AM on 20 February 2013 at the Westgate-Academy located at 13598 East Westgate Drive, Odon, Indiana 32189. The conference room will be open by 08:30AM to accommodate registration verification. Following the Pre-Solicitation Conference presentation, the Government will provide a tour of the warehouse currently utilized to store program material. Transportation onto and off-of NSWC Crane will be provided by the Government. Pre-Solicitation Conference Registration: Pre-Registration is REQUIRED. This is a no-fee event and seating is limited to three individuals from each company. A Registration form is attached as Enclosure (1). Companies are required to email one (1) fully completed registration form per company to LTJG Dan Laursen at Dan.Laursen@navy.mil or Shavar Nevins at Shavar.Nevins@navy.mil not later than 4:00PM EST, on 13 February 2013. The registration form will be attached to this announcement. A confirmation email will be sent upon verification of CAGE Code. All questions regarding the Pre-Solicitation Conference shall be submitted via e-mail to the registration points of contact. IMPORTANT: Attendees will be required to present a CURRENT government issued photo ID (driver's license, military ID, or passport) matching the information provided above upon check-in. Please allow sufficient time for the check-in/verification process. Late registration and "walk-in" requests will not be permitted. To assist the PCO and the Program Office in controlling all exchanges with offerors, Enclosure (2) provides a draft schedule of events. Enclosure (3) provides the Rules of Engagement (ROE) for the Pre-Solicitation Conference. In order to ensure that all offerors have equal access to information and protect the integrity of the procurement process, the United States Navy (USN) Procuring Contracting Officer (PCO), with Naval Air Systems Command (NAVAIR) program office assistance, will control all exchanges with offerors. All questions regarding the pre-solicitation conference shall be submitted via e-mail to LTJG Dan Laursen at Dan.Laursen@navy.mil or Shavar Nevins at Shavar.Nevins@navy.mil. Hard copies of the presentation materials will not be provided at the Pre-Solicitation Conference. The Government asks that potential offerors please use the attached Question Submittal form, Enclosure (4), when recording and submitting a question during the Pre-Solicitation Conference. The Pre-Solicitation Conference presentation, resulting Questions and Answers, and a listing of the Companies who attended will be provided via the Federal Business Opportunities (FBO) website following the event. This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Government will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
