Do not submit a bid/quote at this time. This is a pre-solicitation notice for Cadet Tailor Shop services at the U.S. Air Force Academy, CO 80840. The contractor shall provide all management, labor, equipment (other than Incidental Furnished Equipment), maintenance, and supplies for the operation of the Cadet Tailor Shop. The Government plans to award a firm fixed price contract resulting from this solicitation to the responsive responsible offeror whose offer is conforming to the solicitation. The contract period will consist of a phase in period, if required, from 24 Apr 2013 - 30 Apr 2013, and a base period 1 May 2013, or date of contract award, through 30 September 2013 with up to four (4) options to extend the term of the contract through 30 September 2017. The contractor shall be responsible for all cadet uniform tailoring and repairing required by the Government for U.S. Air Force Academy (USAFA) cadets and exchange students. Tasks may include alterations, fitting, maintenance and repairs, direct embroidery, making of nametags and nametapes on all official uniforms to include ABU's and screen printing t shirts. Additionally, the contractor shall provide other services as specified, but not limited to, fitting/measuring, marking, altering, pressing, repairing, issuing and special projects concerning cadet activities. The contractor shall provide prompt courteous service for cadets at all service counters and in the fitting areas during operational hours. Garments shall be ready to wear when picked up from the Cadet Tailor Shop. The contractor shall manage all aspects of the Cadet Tailor Shop operations to maximize responsiveness, efficiency and economy to support the cadets. The North American Industry Classification System Code (NAICS) is 811490 and the small business size standard is $7.0 million. This acquisition is set aside as a 100% small business set aside. The Service Contract Act of 1965 applies to this requirement. There is a Collective Bargaining Agreement (CBA) with Rocky Mountain Joint Board, Local 1110, a/w SEIU effective 1 September 2012. It is anticipated the solicitation will be issued electronically on or about 19 Feb 2013 on the Federal Business Opportunities (FBO) web page at https://www.fbo.gov/. Due date for receipt of proposal will be indicated in the solicitation document when it is released. Once the solicitation is posted on FBO, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. All proposals are to be submitted by U.S. Mail service only. No proposals will be accepted by email or otherwise. A pre-proposal conference, "site visit", will be conducted after the solicitation has been issued. Only one site visit will be conducted. Offerors must be registered with the System for Award Management (SAM) or may not be considered for award. Registration can be accomplished at https://www.sam.gov. As of 1 January 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. Representation and Certification are to be accomplished at https://www.sam.gov. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at http://www.dnb.com/. This will be a competitive Best Value Source Selection in accordance with FAR Parts 12 and 13 using the tradeoff source selection process between non-cost factors and cost/price. This approach allows the Government to accept other than the lowest priced proposal or other than the highest rated proposal to achieve a best-value contract award. All proposals will be evaluated. Offeror's past performance history will be evaluated on a basis approximately equal to cost or price considerations. Award will be based on an integrated assessment of price and past performance of technically acceptable proposals. Although the Government will assess the offerors' technical proposal on an acceptable/unacceptable basis, tradeoffs will not occur on the basis of technical merit. In making tradeoff decision, the Government is equally concerned with obtaining good past performance as it is with selecting an offer with an affordable overall price. The following evaluation criteria will be used to evaluate proposals: a. Technical b. Price c. Past Performance OMBUDSMAN (NOV 2012) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
