- Description
- PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for construction and repair work at several power plant locations. This requirement is being procured in accordance with Subpart 15 of the Federal Acquisition Regulation (FAR). This solicitation/award will be a Service Disabled Veteran Owned Business set aside in accordance with FAR Part 15 due to recent market research suggesting sufficient Service Disabled Veteran Owned small businesses qualified to successfully perform this requirement. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: A.Location: Blue Mesa power plant - Remove, by milling, the asphalt from the existing paved surface. Prepare a road base from the intersection beginning at US 50 down to the blue security gate. Apply asphalt paving to the roadway from the intersection beginning at US 50 down to the blue mesa power plant security gate. B.Location: Crystal power plant - Mill and repave three sections of damaged roadway on the East Portal road. Perform crack and pothole repair from the East Portal road turn off extending down to the power plant and up to the top of the dam; excluding the parking areas. Chip and seal the entire East Portal road down to the power plant and to the top of the dam; including all of the parking areas. 1.Paint yellow double lines from the East Portal road turn off down to the East Portal structure. The contractor will also furnish all materials, equipment, and labor required for the repair of existing and construction of a new guardrail. 2. The contractor shall remove the existing damaged guardrail from approximately 1,773 lineal feet and construct approximately 360 lineal feet of new guardrail. In addition to this the contractor shall reconstruct approximately 1638 lineal feet of the removed guardrail to total approximately 1,998 lineal feet of installation. 3. The contractor shall also perform an inspection of the remaining approximately 2,360 lineal feet of guardrail for compliance to CDOT specification for height (27") and other damage, raise the existing guardrail to the specified 27 inch height and the repair of found defects of existing guardrail, and reinstall and repair as needed of all snow markers along the entire approximately 4,133 lineal feet of guardrail. C.Location: Morrow Point power plant - Crack and pothole repair the roadways down to the power plant and up to the top of the dam; excluding the parking areas. Chip and seal the roadways down to the power plant and up to the top of the dam; including the parking areas. The contractor will remove existing damaged guardrail and install new approximately 75 lineal feet of guardrail along the dam crest access road. NAICS AND SIZE STANDARD: The NAICS code for this project is 237310 with a small business size standard of $33.5 million. COMPETITION: Solicitation R13PS40003 is anticipated to be conducted as a Service Disabled Veteran Owned Business set aside in accordance with FAR Part 15 due to recent market research suggesting sufficient Service Disabled Veteran Owned small businesses qualified to successfully perform this requirement. The Government reserves the right to award with or without discussions. The project specifications and project location will be defined in the solicitation document. A Bid Bond along with a Performance and Payment Bonds will be required. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $500,000 and $1,000,000. SOLICITATION RELEASE DATE: The release date for the final and forma solicitation No. R13PS40003 is anticipated to be released sometime in March 2013. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination. Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM. SITE VISIT: The Government intends to conduct a presolicitation site visit for highly-interested vendors, contingent upon weather conditions. A future amendment to this notice will be released upon establishment of site visit date.
