- Notice of Intent to Issue Sole Source Contract for Software Licenses for Search and Retrieval of CFR and Industry Standards Information" to Information Handling Services (IHS). In accordance with Federal Acquisition Regulation (FAR) Part 5, this synopsis is posted for the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch. The purpose of the synopsis is to announce the Governments intent to award a sole source contract to Information Handling Services (IHS) in accordance with FAR 6.302-1, only one responsible source. BSEE requires electronic access to documents incorporated by reference and inter-filed within the regulations found in the Code of Federal Regulations (CFR) 30, 203, and 250 through 282, for managing mineral resources offshore of the outer continental shelf (OCS) of the United States. This includes electronic access to documents incorporated by reference from standard organizations such as American Petroleum Institute (API), American National Standards Institute (ANSI), and American Society of Mechanical Engineers (ASME). The anticipated period of performance is a 12 month base period and four (4) 12 month option periods, totaling 60 months if all options are exercised. The proposed contractor is the only source that can provide electronic access to documents incorporated by reference and inter-filed within the regulations found in CFR 30, 203, and 250 through 282. Information Handling Service has license agreements with standard organizations such as American petroleum Institute (API), American National Standards Institute (ANSI), and American Society of Mechanical Engineers (ASME) to provide documents incorporated within BSEE's regulations. The standards and specifications database provided by IHS is unique in that it allows BSEE to access in real-time the most current editions of all industry standards incorporated into our regulations. It also, gives BSEE access to historical editions of these documents. This synopsis is NOT a request for competitive proposals. The intent is for informational purposes only. However, any and all information received by the point of contact (POC) listed below; by Saturday, February 16, 2013 will be considered as market research by the Government. A determination by the Government not to issue a sole source procurement or to compete this action lies is solely within the discretion of the Government.
