- U.S. Army Corps of Engineer's Specification Document for 4x2 Cab & Chassis, Day Cab Configuration. In accordance with Federal Acquisition Regulation (FAR) 13.105-Synposis and Posting Requirements governing simplified acquisition procedures, this Request For Quote (RFQ) is issued to obtain price quotes from companies capable of providing the Government's US Army Corps of Engineers with a Medium Duty Truck as described in their requirements document and schematic attached hereto and synopsized below: The contractor will provide a new truck (i.e. unused and not refurbished), International Durastar Model 4400 or equivalent meeting the minimum specifications outlined below: •1. 4X2 Cab & Chassis Clear-38,000 lb GVWR (12,000 front axle, 26,000 rear axle) •2. Day cab configuration [CABT]; 156" cab to rear axle frame, 60" frame after axle, 224" axle-to-axle wheel base (See Drawing Below for Clarification of Dimensions) •3. 250 Horsepower •4. Manual transmission with [10-speed] overdrive •5. Air brakes with air dryer •6. Engine compression brake •7. Vertical engine exhaust passenger side •8. Engine block heater •9. Heavy-Duty tires and rims (11R22.5) mud and snow drivers •10. 50-[70] gallons fuel tank under cab driver's side •11. Fully adjustable air ride driver's seat, [suspension type] •12. Air conditioning •13. Steering column - tilting and telescoping •14. Powered and heated right and left door, rearview mirrors •15. AM/FM Radio •16. Truck exterior color will be white All other standard equipment not specified in this scope of work will meet or exceed Federal vehicle standards for model year 2013. The truck will meet all Department of Transportation (DOT) requirements upon delivery. Other truck makes and models that may be equivalent: Freightliner M2 106, Kenworth T370, Peterbuilt 337, Western Star 4700SF, Ford F-750. Responses to this RFQ are not deemed offers and will not be construed to form a binding contract with the Government, and therefore, no contract will be awarded from this RFQ. Information submitted in response to this RFQ will be used solely for acquisition planning for advisory and award. Furnishing price quotes to the Government will be solely at the expense of the respondent. The Army Corps of Engineers have requested General Services Administration (GSA) to procure a 4x2 Cab & Chassis with a Day Cab configuration to meet their agency's urgent mission need. Delivery of the requested vehicle is to occur by Friday, February 15, 2013. The contractor must be able to meet the specification requirements listed above and provide delivery to the consignee address identified below: Omaha District Corps of Engineers 9501 Pershing Drive Omaha, NE 68112 Please include shipping costs, if required in pricing the item. Submission of your price quote is due no later than 11:00 am (CST), Thursday, February 7, 2013. Each respondent must state whether they are able to meet the specifications when pricing their quote. If a response is not received or untimely received, it will not be considered for evaluation and review and labeled as non-responsive. Please note that a website link is not considered responsive and will be deemed non-responsive. You must have an active registration in SAM (www.sam.gov) in the event of an award. The contract will not be awarded if the contractor does not have an active SAM registration. In the event of an award, contract clauses will be included in the actual award documents. INFORMATION SUBMITTAL : Respondents who are able to supply the Government with relevant information must submit their responses to GSA on 81/2 X 11 white paper, using single space, 12 inch font size addressing each specification requirement or providing an equivalent if the specified requirement is not available. The following file naming convention must be used in the subject line when using the government's email address ontheroad@gsa.gov. Example: RFQ_M-HTruck_ACOE.2013_Company Name.doc Submission of your price quote must be in U.S. Dollars and submitted simultaneous to GSA's ontheroad@gsa.gov with an electronic version sent to the Contracting Officer and Branch Chief, Alina.Sadoveanu@gsa.gov, and Contract Specialist, Wanda.Garnett@gsa.gov, NLT 11:00 a.m. CST on Friday, February 7, 2013. Any RFQ received after 11:00 a.m. on that day will not be accepted. Authorized file formats are: Mircrosoft Word (compatible with word 97-2003); Adobe Acrobat; and Microsoft Excel (compatible with excel 97-2003). GSA will send an email confirmation receipt to each respondent. All RFQs submitted to GSA will be reviewed and submitted to the requesting office for evaluation and final selection.
