Description
This is a Notice of Intent to Award a Sole Source Contract (i.e., Only One Responsible Source) | J-Accomplish Live Table of Manning Accountability System (LTMAS), manufactured by Interactive Technologies Group, Inc. Intended Method of Procurement: SDDC intends to negotiate a non-competitive firm-fixed-price purchase order utilizing FAR 12 and 15 procedures. A sole source Justification & Approval (J&A) document is being coordinated, and upon approval, a copy of it will be posted here on FedBizOpps to comply with the public display requirements of FAR 6.305. Description of Supplies/Services: The proposed contract action is to purchase licenses and technical support for the J-Accomplish Live Table of Manning Accountability System, developed and manufactured by Interactive Technologies Group, Inc. (ITG). ITG will provide licensing and technical support to assist SDDC in its manpower and personnel accountability reporting requirements. LTMAS offers a secure, flexible tool to assign personnel to their manning document, track on-board strength, and fulfill reporting requirements. LTMAS also captures organizational management and financial structures and provides real-time visibility into current job positions and managerial hierarchies. Support can be designed for multiple fiscal years and can capture future-state organization and identify personnel shortfalls in critical areas for present planning. Statutory Authority: This action permitting other than full and open competition is being pursued under the authority cited at FAR 6.302-1(a)(1), 10 U.S.C. 2304(c)(1), which authorizes sole source procurements when supplies/services are available from only one responsible source. Reason for Authority Cited: Headquarters SDDC is required, in accordance with DoDI 3001.02, Personnel Accountability in Conjunction with Natural or Manmade Disasters; Joint Publication 1-0, Joint Personnel Support; USTCJ 1-0, Directive based on Draft USTRANSCOM Instruction 36-61, Personnel Accountability and Recall Procedures; FM 1-0, Human Resources Support; AR 600-8-6, Personnel Accounting and Strength Reporting; and, AR 715-9, Operational Contract Support Planning and Management, to maintain accurate real time accounting for all assigned manpower requirements, authorizations, and employees (military, civilian, and contractor). THE LTMAS software tool suite is currently being used by SDDC to meet its mandated requirements. SDDC requires the purchase of the LTMAS tool suite in order to maintain continuity and its reporting and accountability capabilities as mandated. If the LTMAS tool suite is not procured, SDDC will not be able to track, project, or report vital personnel strengths, losses, or accountability, particularly during critical events. ITG has confirmed that it is the sole developer and manufacturer of the J-Accomplish LTMAS software application. There are no other approved resellers for the LTMAS application. As the LTMAS software developer, only ITG can issue updates, corrections, and other technical support due to source code proprietary restrictions. Inquiries: Notwithstanding, any firm that believes it is possible to meet this requirement on other than a sole source basis may submit a response, which if received by Friday, February 8, 2013 at 1:00 pm CST, will be considered.
