- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial products prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. The Government reserves the right to award without discussions. Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. The solicitation number is N00173-13-Q-0105, and it is being issued as a Request for Quotation (RFQ). REQUIREMENT : The Naval Research Laboratory has a requirement for Aqualog high performance research spectrometer for simultaneous absorbance and fluorescence spectra. Including a 150 W ozone-free Xe source, a double grating excitation monochromator with 1200 g/mm gratings blazed at 250 nm, an aberration-corrected spectrograph with 405 g/mm grating blazed at 250 nm and a TE cooled CCD (1024 x 64 pixels). Fixed slits for a 5 nm banpass of absorbance and fluorescence excitation and emission spectra. Silicon photodiode reference and absorbance detectors. Fluorescence excitation range is 230 nm-610 nm, simultaneous absorbance-fluorescence range from 230-610 nm, absorbance range of photodiode alone is 230-800 nm. Instrument controller and software must be included. Items must be brand name or equal. Detailed specifications are on the SF-18 Request for Quotation (RFQ) attached to this posting. INSTRUCTIONS FOR PREPARING AND SUBMITTING QUOTATION : 1. Complete attached SF-18, Request for Quotation (RFQ) Block 11, by inserting in Column (e), Unit Prices, your proposed price, in the space provided, for each contract line item. 2. Block 12 if applicable 3. Blocks 13a, 13b, 13c, 13d, 13e, 13f of the SF-18 4. Blocks 14 and 15 of the SF-18 Please email the completed SF-18 along with your, DUNS number to Samira Zewari, Contracting Officer, who can be reach via telephone at 202-767-6198, via email: samira.zewari@nrl.navy.mil. Prior to submitting an offer, Offerors must be actively registered in System For Award Management (SAM) per FAR 52.204-99, System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the Offeror acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. To be eligible for award, prospective Offerors must be registered in SAM under the appropriate business category and NAICS code. In addition, unless available via SAM (i.e. www.sam.gov) Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. DUE DATE : Quotes are due no later than 12:00 PM Eastern Time February 14, 2013 and will be accepted by e-mail. Quote are to be submitted to Contracting Officer. Offerors are responsible for confirming that their quote was received.
