Description
NASA Goddard Space Flight Center (GSFC) has a requirement to continue Operations and Maintenance (O&M) of the WVU Facility that houses the GSFC NASA Independent Verification and Validation (IV&V) Program located in Fairmont, WV (NASA IV&V Facility). NASA GSFC plans to issue a Request for Proposal (RFP) for the continued O&M Support to West Virginia University Research Corporation (WVURC).WVURC will provide support necessary to operate and maintain the NASA IV&V facilities which includes administration/project management, institutional services, physical security, information technology, facilities maintenance, groundskeeping and janitorial services. This procurement action is being conducted in accordance with 10 U.S.C. 2304 (c) (1), as cited under FAR 6.302-1, Only One Responsible Source, and no other supplies or services will satisfy NASA Agency requirements. NASA and the WVURC in the early 1990s partnered to build the NASA IV&V Facility in Fairmont, West Virginia. The IV&V facility was constructed by WVURC under a NASA grant, and title of the completed facility was transferred to WVURC in 1993. After construction, a Memorandum of Understanding was established between NASA and the West Virginia University agreeing that WVURC would provide the building to NASA for NASAs use but would be responsible for the development and daily operation of the facility. Follow-on agreements were established between NASA and WVURC to continue to provide operation and maintenance (O&M) services to the facility for NASA. In support of this activity, NASA has awarded contracts to WVURC for the operation and maintenance of the facility in support of the NASA activities since the original occupation of the building in 1993. The Government does not intend to acquire a commercial item using FAR Part 12.See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. eastern time on February 18, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
