- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned, women owned or service disabled veteran owned small business) relative to NACIS 221310 - water treatment. The Department of Veterans Affairs, Network 22 Contracting Office, is seeking sources for a potential contract to provide water testing and treatment. The contractor shall perform in accordance with all federal, state, and local regulations. VA Southern Nevada Healthcare System (VASNHS) is contracting for the services for water treatment and testing that provides a complete service oriented water treatment, sampling and test program that supplies steam, chilled water service, and potable water service. The Water Treatment vendor shall supply a complete service oriented water treatment program. A major component of maintaining equipment involves chemical treatment, real time monitoring, and water sampling. The contractor shall provide all personnel, equipment, tools, materials, supervision, repair, replacement, and other items and services necessary to perform water treatment services at VASNHS facilities for Government-owned equipment. Services shall be provided at the VASNHS medical center, located at 6900 North Pecos Road, North Las Vegas, NV 89086, and associated leased facilities around the Las Vegas, NV area. The leased sites will be sample and monitor only. No water treatment will be performed. Contractor shall provide all transportation for staff and samples to these locations. The water treatment program shall service steam boilers, chillers, chilled water system, open condenser water loops, and other miscellaneous water systems along with all associated piping for the equipment listed below. This list in not all inclusive of the Government owned equipment that may require monitoring, testing, or other services associated with the overall treatment program. Contractor is to supply all equipment and services for real time monitoring of Chlorine Dioxide Injection System, and HVAC Cooling Tower open loop. Contractor shall operate, maintain, repair and or replace as needed all the equipment associated with the water treatment program at the medical center. Chilled Water: -Nalco 231-FM22X300.88 Sidestream Filter with 231-FMPIC5975K.88 filter cartridges Cooling Tower (Condenser Water): -Nalco 3D Trasar 5000 system controlling 3 metering pumps -Puroflux PF64-060(B) centrifugal separator Glycol: -Nalco Neptune 141-GFS251A.88 Chlorine Dioxide: -Nalco 3D Trasar system controlling an Envirox H1000 ClO2 Generator Steam/Condensate: -The steam system has three Nalco chemical metering pumps. Feed rates are set manually based on feedwater testing by the operator. The other systems are manually dosed with pot feeders. Contractor shall identify their capability to perform this service in writing by providing a description of how they can meet the need of Veteran Administration of Southern Nevada Healthcare (VASNHC). Written responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published at the FBO.gov website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The intended contract period will be for a base year with the Government's option to extend up to four (4) years which is to begin on or about June 1, 2013. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business? If subcontracting, please indicate name/business size of subcontractor(s), provide a short description of each organization's participation and estimated percentage of performance of this requirement. Responses to this notice shall be e-mailed to the attention of Tamara Feist-Hatfield, Department of Veterans Affairs, Network 22 Contracting Office at tamara.feist-hatfield@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 3:00 p.m. February 11, 2013. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
