Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ORGANIZATION: The contracting organization responsible for this action is the 4th Contracting Squadron, 1695 Wright Brothers Avenue, Seymour Johnson AFB, NC, 27531. II. DESCRIPTION OF ACTION: The contractual action is a sole source firm-fixed price contract for the purchase and installation of a full back-up Vindicator/VICADS system for the Emergency Communication Center. III. DESCRIPTION OF SUPPLIES/SERVICES: To purchase and install 3 interior 360 degree PIR motion sensors in building 4400, Bay 3 Mezzanine using the existing Vindicator panel. These additional motion sensors support 6 Integrated Aircrew Trainers being moved from building 4517 to building 4400. IV. AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(1) and the Federal Acquisition Regulation Part 6.302-1. V. APPLICABLITY OF AUTHORITY: Request to award this requirement to only one responsible source, Open Roads Inc. In order to install and integrate a new Vindicator alarm system into the already existing Vindicator system on SJAFB a contractor would have to be certified to install Vindicator equipment and have access to the base network and the alarm system head end in order to program the new alarms into the system. Other companies may be certified to install Vindicator equipment, however, they will not be able to obtain access to Seymour Johnson's network due to OPSEC and INFOSEC reasons. Allowing base network access to a company for a single installation comprises Seymour Johnson's OPSEC and INFOSEC reasons. Currently, Open Roads is the only contractor that is both certified to install Vindicator equipment and authorized access to the SJAFB network and the the head end in order to program the alarm system. Additionally, Open Roads is responsible for maintaining the Vindicator alarm system on SJAFB. Therefore, after the Vindicator system is installed, Open Roads will be rsponsible for all periodic and emergency maintenance required for the sytem. VI. EFFORTS TO OBTAIN COMPETITION: Honeywell sells Vindicator equipment, however, neither Honeywell nor their distributors would be able to install it into the VICADS system/software. Open Roads Consulting, Inc. is the only responsible company for this installation. VII. FAIR AND REASONABLE COST: The Contracting Officer will make a price fair and reasonable determination following the proceedures identified in FAR 13.106-3(a)(2). VIII. MARKET SURVEY: Open Roads Consulting, Inc. has proprietary rights to all software, software maintenance, and specifications for the existing system for the 4th Fighter Wing and tenant units. There are no other sources that can provide the required instillation services. IX. OTHER FACTS: None X. STEPS TO FOSTER COMPETITION: Open Roads Consulting, Inc. holds the Vindicator/VIACADS alarm maintenance and monitoring contract on SJAFB. Market research will be conducted to see what other systems exist when the contract is due for recompetition. If there are other cost effective options at that time the government will explore those alternatives. XI. TECHNICAL REQUIREMENTS/PERSONNEL CERTIFICATION: The using activity has certified that the technical requirements are complete and accurate. XII. CONTRACTING OFFICER'S CERTIFICATION: The Contracting Officer's signature on the Justification Review Document represents certification that the justification is accurate and complete to the best of his/her knowledge.
