- The Mission and Installation Contracting Command (MICC) on Joint Base Lewis-McChord (JBLM) is planning to solicit offers for the National Training Center Mission Support Services (NTCMSS) at Fort Irwin, California. The NTCMSS acquisition is a follow-on effort to the Logistics Support Services (LSS) contract. This acquisition is to perform mission support services for the National Training Center's training mission to include the following major functional areas: Petroleum Oil Lubricant (POL) support; Ammunition Supply Point (ASP) support; Vehicle and Equipment Maintenance support; Warehousing support; and Logistics Support Operations (LSO). The Government intends to award a Cost Plus Fixed Fee (CPFF) contract using full and open competition. The solicitation and resulting contract(s) will be for one base year and two additional one-year option periods. Estimated performance start date is 1 February 2014. The NAICS code applicable to this procurement is 561210. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents from https://www.fbo.gov or https://acquisition.army.mil/asfi/. This office will not issue hard-copy solicitations. This specific post is to release draft copies of the Performance Work Statement (PWS), Section L, Instructions, Conditions and Notices to Offerors, and Section M, Evaluation Factors for Award. The government anticipates posting the draft Request for Proposal on/about 11 February 2013. Interested parties are encouraged to check this website frequently for updates. All comments and/or questions regarding the draft documents must be submitted and received by 3:00 p.m. PST on 18 February 2012. Comments and/or questions must be directed/submitted via email to thomas.r.williams60.civ@mail.mil with cc: linda.j.murphy.civ@mail.mil. All comments and/or questions must be gathered and submitted via a SINGLE email per interested party, preferably in Microsoft Word documents attached to e-mail to the email addresses listed above. All questions/comments shall also reference the specific PWS, Section L or Section M section to ensure accuracy. Additionally, responses to any question/comments received will not be provided; however, all timely submissions will be reviewed and the final RFP and PWS may contain changes as a result of any input received. Questions/comments received via phone and facsimile will not be acknowledged. The anticipated release date for the final RFP is June 2013. The RFP will close approximately 45 days after issuance. The closing date and time will be specified on the cover page of the RFP document. Again, interested parties are encouraged to check this website frequently for updates. Official responses/proposals to the final RFP will not be accepted via email. Hard and electronic copies of all volumes will be required to be received by the Contracting Office at the address provided in the final RFP by the closing date and time specified in order to be considered for award.
