- Request for Information, Description and Required Responses This is a Request for Information (RFI). This RFI is not a request for competitive proprosals. This RFI does not constitute a committment, implied or otherwise, that the United States Coast Guard (USCG) will take procurement action in this matter. Further, neither the USCG nor the Government will be responsible for any cost incurred in furnishing information. Responses to this notice are considered offers and cannot be accepted b the Government to form a binding contract. The USCG is seeking information for market research purposes relative to the integration of IMO compiant surface search radar systems with Command & Control Systems (C2), Integrated Bridge Navigations Systems (IBNS) and Electronic Chart Display and Information Systems (ECDIS) used on USCG Cutters and US Navy Maritime Platforms using open-source protocols. The radar system works in conjunction with the aforementioned systems to provide ship operators with information necessary to ensure safe navigation, to maintain situational awareness and to conduct tactical operations. The USCG reserves the right to share information from this RFI with other DHS and DOD components. The provision of information in response to this RFI will assist the USCG in determining the feasibility of using open-source protocals for the transfer of radar data in an effort to increase the level of competition and lower overall cost of future surface search radar, C2, IBNS and ECDIS acquisitions. All responsible sources may submit information in response to this RFI. Responses to this RFI are due no later that February 22, 2013 at 2:00 PM Eastern Standard Time. Responses to this RFI shall be delivered as an electronic mail (e-mail) attachment. Please refer to announcement number HSCG44-13-S-PZRDAR in all correspondence and communications and address the email to the following: Linda.L.Nash-Gallaher@uscg.mil. The Government is not required to provide feedback to RFI responders. The Government may request clarifification regarding responses. See attachment for further information regarding this RFI.
