Small Business Set-Aside
Competitive 8(a)

Description
Past Performance Questionaire Provisions and Clauses Peformance Work Statement RFP Letter Form 1449 The United States Coast Guard (USCG) intends to solicit a competitive 8 (a) set-aside for obtaining contractor engineering support to assist in the design review and validation of the SENTINEL class patrol craft. The proposed acquisition will include a 12-month base period and two 12 month option periods. The Contractor shall also provide support tasks to include test inspection and quality assurance for SENTINEL class patrol craft during construction, shipyard trials, delivery and post-delivery warranty periods. Additional support is also required under this contract to provide record management, correspondence review & tracking and meeting coordination at both PRO LOCKPORT and SETINEL Project Office in Washington, DC. The contract for eighteen SENTINEL class cutters has required the establishment of a Project Residence Office (PRO) at the Contractor's facility. The requested billet structure will remain unfulfilled as a result of limited USCG personnel resources. The scope of SETINEL construction and the breadth of technical expertise required cannot be supported with the government personnel currently assigned. The pace of this contract will demand an additional support structure of highly-skilled personnel, knowledgeable in design review, shipyard production management and quality assurance (QA). The most appropriate North American Industry Classification (NAICS) Code for this requirement is 541330-Engineering Services. All offers must be Small Business Administrative (SBA) - Certified 8 (a) participant. All capable responses must be received by 6:00 PM EST on 4 February 2013 will be considered by the Government.
