Description
Synopsis W15P7T-11-C-H267 The Government intends to issue a sole source contract modification to extend the period of performance from 16 April 2013 to 31 December 2013 to Northrop Grumman Electronic Systems (NGES), P.O Box 1693 MS1285, Baltimore MD 21203-1693 for continued support of the Vehicle and Dismount Exploitation Radar (VADER) system. This proposed contract action will extend the operation and support of two deployed systems with two operational crews to Operation Enduring Freedom-Afghanistan (OEF-A) and one system based in the continental United States (CONUS) for a period from 16 April 2013 through 31 December 2013. -This action is pending approval of a Justification and Approval to award Sole Source and Subject to Availability of Funds In accordance with Federal Acquisition Regulations (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Description of action: The proposed action is for the modification of Cost-Plus-Fixed-Fee Contract W15P7T-11-C-H267 with Northrop Grumman Electronic Systems (NGES) to extend the period of performance and continue uninterrupted operation and support of two VADER systems in Afghanistan (outside of the continental United States, or OCONUS) and one CONUS-based VADER system. The period of performance for the operation of the VADER systems shall be extended from 16 April 2013 to 31 December 2013. In addition, this proposed action shall provide: OCONUS and CONUS-based contractor support of VADER from 16 April 2013 to 31 December 2013; options to deploy a third crew for each OCONUS VADER system to enable 24-hour operations, one option for the period of performance from 16 April 2013 through 31 December 2013 and another for the period of performance from 1 January 2014 through 31 December 2014; and the option to extend the Period of Performance for operations of the VADER systems from 1 January 2014 to 31 December 2014. Description of Supplies or Services: VADER is an advanced Moving Target Indicator (MTI) radar integrated on a manned aircraft. The radar has a Ground Moving Target Indicator/Synthetic Aperture Radar (GMTI/SAR) capability for the detection of vehicles and dismounts. Each of the two radars is integrated on a contractor-provided fixed-wing aircraft along with a Full Motion Video (FMV) sensor. A Tactical Common Data Link (TCDL) is used to transmit VADER data to the current exploitation ground station. The exploitation ground station contains the remote radar control, mission planning, and exploitation equipment. Prospective offerors that wish to challenge the sole source award or express interest in providing the above services should submit their fully documented challenges or expressions of interest no later than Wednesday, 6 February, 2013 by 3:00 p.m. EST.
