Description
FISH TANK DRAWINGS SF18: PLEASE RETURN THIS DOCUMENT WITH YOUR BID. CLAUSES COMBINED SYNOPSIS/SOLICITATION WRAD-13-00486 Purchase of Four (4) 10 Feet Diameter x 4' Feet Deep Circular In Accordance With the Statement of Work (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRAD-13-0486/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. (IV) This solicitation is opened to all businesses. The associated NAICS code is 326199. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: Purchase of FOUR (4) 10 feet diameter x 4' feet deep circular fiberglass tanks per the Statement of Work and Two (2) drawings. CLIN 0002: Freight charge to Manchester Research Station. If actual freight cost exceed $100, a copy of the waybill must accompany the invoice to support freight charges. (VI) Description of requirements is as follows: STATEMENT OF WORK New Sea Water Fish Rearing Tanks WRAD-13-0486 1) Introduction This requirement is for the purchase of FOUR (4) 10 feet diameter x 4' feet deep circular fiberglass tanks. 2) Background The Agency, National Marine Fisheries Service, a part of the National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. 3) Objective The objective of this Statement of Work (SOW) is to define the specifications for fish rearing tanks to be used in a new seawater lab. These tanks will house threatened Puget Sound Chinook salmon taken into captivity to help insure the survival of these stocks. 4) Location Tanks will be delivered to the Northwest Fisheries Science Center's Manchester Research Station 7305 Beach Drive East, Port Orchard, Washington 98366. 5) Technical Specifications Four 10 ft. diameter fiberglass tanks with a 4 foot depth and 1 ft. legs. See attached Figures 1 & Figure 2. a) Tanks will be installed in a new building and set on a flat concrete slab. Tanks must conform to stated size of 10 ft. diameter x 4 ft. deep. b) Tanks shall be a one piece tank with a tank lip around top circumference of the tank. Figure 1. c) Tank shall be of a seamless construction. d) Tank bottom must slope at a 5 degree to tank center. e) Solid FRP construction and 1/4" thick. f) Tank circumference flange shall be solid FRP construction and a minimum 2" and maximum 3" in size also 1/4" thick. g) Inner tank finish layer to be gloss smooth, gel-coated at a minimum thickness of 20 mils. Tanks will be used in fish rearing (salmon) and a solid, glossy smooth, nonabrasive finish is required. h) Entire tank shall be constructed of high-strength fiberglass woven roving material such as 24 oz or greater strength. i) Outer finish layer smooth gel-coated at a minimum 20 mils. j) Outer tank, both sides and bottom shall have a urethane-based clear coating or similar to prevent damage from sunlight and minimize abrasion from setting on a concrete floor. Other options will be considered. k) Tank drain located in the center of the tank shall be 4" PVC Sch. 40 elbow fitting. l) Tank drain fitting will be an integral part of tank design, fiberglassed into the tank and flush with tank bottom. m) Tank color shall be in aqua blue color. Color is to match similar tanks currently in use at the marine research center. n) Tanks shall have 12 inch box legs or tank skirt (figure 2) designed to be placed on a flat concrete slab floor. Tanks legs shall be an integral part of the tank. o) Tanks shall not have an internal sump. No screening material is required for this application. p) No wood shall be used in the construction of this tank. 6) Deliverable Schedule Tank delivery before April 1, 2013 End of Statement of Need (VII) Date(s) and place(s) of delivery and acceptance Date of Delivery: April 1, 2013 Delivery will be FOB Origin (VIII) The period of performance for the base contract shall be from date of award to April 1, 2013. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform the requirements. Inquiries (Apr 2010). Offerors must submit all questions concerning this solicitation in writing to Bill Bell either through email Bill.Bell@noaa.gov or fax at 206 526-6025 no later than February 13, 2013 at 11am Pacific Standard Time. (X) FAR 52.212-2, Evaluation - Commercial Items 2005-61, applies to this acquisition. Paragraph (a) is hereby completed as follows: Lowest Price Technically Acceptable. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-61 and System for Award Management Registration (SAM) FAR Clause 52.204.99 (Class Deviation from 52.204-7 (September 2012) (DEVIATION). (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-61, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-61 applies to this acquisition. The following clauses under subparagraph (b) apply: Please refer to the SF18 with Clauses. (XIV) The following clauses are also applicable to this acquisition: 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) 52.252-2 Clauses Incorporated By Reference (Feb 1998): This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
