- The Department of the Navy, Space and Naval Warfare Systems Center, Pacific intends a sole source, Cost Plus Fixed Fee, Indefinite-Delivery Indefinite- Quantity contract, to Technology Unlimited Group (TUG), 3252 Rosecrans Street, San Diego, CA 92110, a Service Disabled Veteran-Owned Small Business (SDVOSB) concern. The contract is a follow-on to N66001-08-D-0047, which was the result of a sole source to TUG, for Communications Data Link System (CDLS), Common High Bandwidth Data Link (CHBDL), and Video Interface Group (VIG) software development and support, and the supporting equipment including the Command and Control Processor (CCP). This requirement is for the support for systems engineering and integration, software development and maintenance, test and evaluation and program support services for existing and future Navy Advanced Wideband Communications systems such as Common Data Link (COL). This also includes support for the CCP and VIG. The purpose of this effort is to protect and accelerate information transfer within and between the various Navy CDL and Navy wideband communications systems for all U.S. and allied Services. This includes developing, migrating, integrating, and maintaining new technology for advances in communications and surveillance. This also includes integration of advanced concepts into formats compatible with the Consolidated Afloat Networks and Enterprise Services (CANES), Automated Digital Network System (ADNS) the Combat Systems Product Line Architecture (CS-PLA) and/or the Distributed Common Ground System (DCGS) architectures. The use of any other source for this acquisition would result in the duplication of cost and time to develop the middleware replacement software prior to performing any required software maintenance and/or upgrades associated with lengthy and expensive familiarization period and a rigorous bank of security reviews and tests of the software that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals or quotes. A solicitation will not be posted. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority For other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. TUG's technology makes it the only source that would not result in the duplication of cost. Because of the short-term need for the TUG procurement, the added cost would not be recovered through competition. The anticipated period of performance will be approximately 3 years with an estimated value of $2.99 million. Questions concerning this sole source contract action may be directed to Kirina L.
