- SOURCES SOUGHT/REQUEST FOR INFORMATION - This Sources Sought announcement is part of a market survey to be used for planning purposes only. The Alaska District Corps of Engineers is planning to solicit for a Weather Radar System for the Cold Regions Test Center, Fort Greely, Alaska and is searching for information on commercial sources capable of fulfilling all project requirements. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. No proposals are being requested or accepted. The Government will not pay for any information provided as a result of this market survey. The Government intends to acquire a weather radar unit and supporting facilities under FAR Part 12, Acquisition of Commercial Items. Magnitude of the acquisition will be between $1,000,000 and $2,000,000. PROJECT SCOPE: Provide and install an X-band, dual polarization radar at a site identified as OP5 at Bolio Lakes, Fort Greely, Alaska. Facilities include the radar unit, tower, foundations, radar support building, minor road and parking improvements, site lighting, obstruction lighting, lightning protection, security, and electrical and data connection services. The preferred alternative for the construction of these facilities is a pre-engineered metal building (less than 100SF) at ground level, with an adjacent tower to support the radar antenna and radome above the surrounding area. Radar specifications are as follows: X-Band Polarimetric Doppler Weather Radar A. Antenna Specifications 1. Prime focus circular parabolic reflector with hi-isolation OMT 2. Dish Diameter: 8 ft (2.44m) 3. Polarization: a. Simultaneous Horizontal and Vertical (SHV) b. Alternating Horizontal and Vertical pulses 4. Beamwidth: 0.95 degree 3 dB 5. Scanning a. 30 degree/sec velocity b. 20 degree/sec2 acceleration 6. Scan types a. SUR (360 degree) with elevation step b. PPI sector scan with elevation step c. RHI scan with azimuth step B. Transmitter Specifications 1. Magnetron transmitter 2. Peak Power: 250 kW 3. Frequency: 9.3-9.5 GHz 4. PRF: 0 to 4.0 kHz C. Signal Processing Specifications 1. Digital IF processing by HiQ digital receiver 2. Signal processing algorithms implemented in host PC 3. Gate spacing: 30-1000 m (97.5-3250 ft) (150m (487.5ft) typical) 4. Variable types: a. Z (Equivalent radar reflectivity factor, dBZ) b. V (Doppler radial velocity, m/s) c. W (Velocity spectrum width, m/s) d. Zdr (Differential reflectivity) e. Phi-dp (Differential phase) f. P (Power received, dBM) g. Kdp (Specific differential phase) h. Rho-hv (Co-polar correlation) i. NCP/SQI (Normalized Coherent Power/Signal Quality Index) j. Zcoh (Coherent equivalent radar reflectivity factor, dBZ) k. Phase (Differential and Absolute phase) 5. Screen Image Capture 6. Interfaces directly to NCAR Thunderstorm Identification Tracking Analysis and Nowcasting (TITAN) and Configurable Integrated Data Display (CIDD) systems. 7. Capable of polarimetric rainfall estimation, weather modification studies and hydrometeor particle classification. 8. Capable of performing TITAN processing of Spectral clutter filtering (CMD) D. Radar shall include a radome by the same manufacturer of the radar antenna unit. E. Radar unit shall be installed on top of a supporting tower. F. Contractor shall provide all required hardware and software for a complete and useable weather radar unit. SOURCES SOUGHT QUESTIONNAIRE: Interested commercial firms shall provided company information (name, address, point of contact, telephone number and email address) and responses to the following questions: (1) Does your company sell and install commercially available radar systems that comply with the specifications listed above? (2) Has your company performed projects of similar scope and magnitude successfully in the past? If yes, please provide project details to include project scope, customer, dollar amount and location. (3) Does your company have the ability to complete all project requirements to include the radar unit, tower, foundations, radar support building, minor road and parking improvements, site lighting, obstruction lighting, lightning protection, security, and electrical and data connection services? (4) Would your company have interest of this project? (5) Does your company have previous experience working in Alaska or in geographic areas with similar environmental and climatic conditions? If yes, please provide project details to include project scope, project owner, dollar amount and location. (6) Is your company a small business under NAICS 334519 (small business size standard: <500 employees)? If yes, indicate whether your company is further classified as any of the following: 8(a) small business, service-disabled veteran-owned small business (SDVOSB), HUBZone small business, woman-owned small business (WOSB) or economically-disadvantaged woman-owned small business (EDWOSB). (7) Is there any other information you wish to provide regarding your commercially available radar units or your qualifications to complete this project?
