- The purpose of this modification is to provide notice that the technical issues regarding the attachment included in the pre-solicitation notice, previously posted on 30 January 2013, have now been resolved. This purpose of this announcement is to release a pre-solicitation notice in accordance with FAR 5.201 and FAR 5.204. Naval Sea Systems Command (NAVSEA) intends to conduct a full and open competition and release solicitation N00024-13-R-4304 for the accomplishment of Littoral Combat Ships (LCS) Class Planning Yard services in the first quarter of calendar year 2013. The LCS Planning Yard services include but are not limited to the following types of Class Support: Fleet Modernization Program planning; ship change planning, development and installation; Operating Cycle Integration Program Management; work integration package engineering; Ship Configuration Logistics Support Information System (SCLSIS) support and Configuration Data Management (CDM); research engineering and modeling; Provisioned Items Order and other Integrated Planning Yard (IPY) Material Support; technical documentation maintenance and updates, including Engineering Operational Sequencing System and Combat System Operational Sequencing System (EOSS and CSOSS); NSEDR system input and data management; interface and coordination with Regional Maintenance Centers (RMCs); managing related class Ship Selected Record Document (SSRD) and Hull Mechanical and Electrical (HM&E) engineering standardization efforts; and Preventative and Planned Maintenance System (PMS) item development and scheduling. Unique to this Planning Yard is the requirement for the Contractor to manage the scheduling of all planned, continuous, and emergent maintenance, and associated availabilities (for example, CMAVs, PMAVs, and WOOs). This responsibility includes the requirement to integrate work completion by multiple, likely simultaneous, private and public organizations. Contract award is projected to be made in the first quarter of calendar year January 2014 and continue for a period of performance of five years: one year plus four one-year options. No telephone or email inquiries will be accepted regarding this notice and attachment, and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.
