- Synopsis: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of the notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background.The National Institution of Environmental Health Sciences (NIEHS) was deeded the South Campus location on June 26, 1967, by the Research Triangle Foundation (RTF). The NIEHS has only a proprietary interest in this land. This in effect means that although the Federal Government (NIEHS) has acquired title to this area in North Carolina, it has not obtained any measure of the State's authority over the area. This finding mandates that all contractors operating on all NIEHS property, leased or owned, in Durham County must adhere to all state and local requirements (i.e. building permits, etc). The NIEHS is one of the National Institutes of Health (NIH) principal Federal Agency for biomedical research on the health effects of environmental agents. Purpose and Objective.The NIEHS purpose and need for the proposed requirement is to award and IDIQ contract for (i) Chemical Waste Disposal; (ii) Radioactive Waste Disposal; and (iii) Mixed Waste Disposal. Project Requirement.The NIEHS is seeking all capable and qualified organizations to fully provide comprehensive waste management services for the removal, transportation and disposal of chemical, radioactive and mixed wastes generated by the NIEHS, with dedicated vehicles, equipment, personnel, and management support. The NIEHS anticipates an Indefinite Delivery Indefinite Quantity contract award. Anticipated Period of PerformanceAnticipated Base Period of Performance is from 28 March 2013 through 27 March 2014 with the inclusion of 4 each twelve month option year periods. Other Important Consideration. The NAICS Code is 562211 with a size standard of $33.5M. An Operating Permit has been issued to the NIEHS under the North Carolina Hazardous Waste Management Rules (NCHWMR) and the Resource Conservation and Recovery Act (RCRA) for the storage, treatment, and disposal of certain hazardous wastes. The permit describes specific conditions, duties, and requirements with which the contract holder must comply. Additionally, a Material License has been issued to the NIEHS under the Atomic Energy Act of 1954, as amended, the Energy Reorganization Act of 1974 (Public Law 93-438), and Title 10, Code of Federal Regulations (CFR), Chapter 1, Parts 30, 31, 32, 33, 34, 35, 40 and 70. The license authorizes the NIEHS to receive, acquire, possess, and transfer certain byproducts, source and/or special nuclear material, and to use such materials for research and development, laboratory tracer studies, gas chromatography and instrument calibration, and irradiation of biological samples except those of explosive or hazardous material/waste and waste radioactive material contract holder must comply with. Capability Statement/Information Sought. Potential sources must demonstrate and document the following in their capability statements: The capability to perform off-site management of waste chemical materials (described by chemical name, EPA waste code, if applicable and volume), low level waste radioactive materials (described by isotope, activity, volume and identity of any associated chemicals), and mixed radioactive waste (described by isotope, activity, volume, and identify of any associated chemicals which are described by chemical name and EPA Waste Code, if applicable). Services that may be requested shall include, but are not limited to: 1) Waste material containerization and/or pickup; 2) Document preparation relating to transporting waste chemical and low level waste radioactive materials (e.g., Manifests, Bills of Lading, etc.); 3)Transporting waste materials from the NIEHS to off-site TSD Facilities; 4) Recycling and treatment, storage and/or disposal of materials; and 5) Preparation of documentation concerning waste handling, disposal, etc., in accordance with regulatory requirements. Independently, and not as an agent of the Government, the Contractor shall, in accordance with the terms and conditions set forth within individual Task Orders or requests, furnish all labor, materials, vehicles, equipment, and management necessary to safely pack, manifest, transport, and manage (recycle, treat, or dispose of) hazardous material/waste, including mixed radioactive waste, and waste radioactive material generated at the NIEHS facilities. The Contractor shall pick-up and dispose of this hazardous material/waste, including mixed radioactive waste, and waste radioactive material, which is designated for off-site treatment or disposal, from the addresses indicated below, as well as other addresses specified by the Project Officer: National Institute of Environmental Health Sciences Main Campus Location, Bldg. 108 111 T.W. Alexander Drive Research Triangle Park, North Carolina 27709 Capability statements submitted as a result of this announcement should demonstrate the offeror's qualifications and experience, specifically providing evidence as to their capability to perform this requirement and the dollar value of that work with particular attention to the following: Capability and qualifications will be evaluated based on the offer's response to the following: 1) Understanding the Statement of Work that includes: a. Work Plan or detailed description of methods proposed to accomplish each service proposed. b. Equipment, Supplies, Materials, Vehicles used to perform the work. c. Regulatory Compliance or evidence if necessary permits and licenses. d. Personnel Experience, or evidence of specialized training and/or experience of personnel to use in accomplishing the services proposed, particularly demonstrable experience in hazardous waste management and hazardous materials safety and management. 2) Demonstrating acceptable Transportation Capabilities, Treatment, Storage, and/Disposal Facilities that includes: a. Transportation and Vehicles or a description of transportation services and vehicles that will be used for transportation activities associated with this proposal. b. Treatment, Storage/Disposal Facilities, or a full description of all treatment and/or disposal methods and location and descriptions of the facilities the offeror intends to employ in managing the waste chemicals and mixed radioactive waste found in the SOW. 3) Demonstrating Corporate Qualifications/Experience and Project Reference Points that demonstrate experience of the company for each area of service proposed. 4) Demonstrating Emergency Response Capabilities that include: a) The offer's proposal shall be evaluated on demonstrating capabilities that meet contingency plan requirements that describe the contractor's ability to respond to all releases and spills under its or its subcontractor's control. b) The offer's proposal shall be evaluated on demonstrated capabilities to provide assistance and perform other remedial work to respond to and clean up spills and releases of wastes and hazardous materials. c) The offer's proposal shall also be evaluated on how it would react to provide contract services if any subcontracted services described in its work plan became unavailable. Capability statements must include respondent's DUNs number, organization name, and address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, WOSB, SB, SDB, etc) pursuant to the applicable NAICS code. Capability statements are limited to 20 pages and must be submitted, in writing electronically. Personnel/Management: adequacy, appropriateness and relevance of expertise, experience, qualifications, and availability of the key personnel and technical staff with a project of similar size, scope, and complexity. Past Performance is considered essential. In addition to demonstrating that they have met the above qualifications, interested parties must identify at least three other projects of similar size and complexity. Interested organizations should submit two copies of their capability statement addressing each of the areas cited above. Page limit not to exceed 20 pages including graphic and attachemnts.
