Description
Notice of Intent to Sole Source The US Environmental Protection Agency (EPA), Standard and Assessment Division, intends to negotiate on a Sole Source basis, under the authority of FAR 6-302-1 with EERA, LLC to fill a requirement for analysis of the medium- and heavy-duty vehicle rebound effect and those factors that may affect its magnitude. One of the main objectives of this project is to update the previous literature review and critical assessment. A second major objective is to explore the potential analytical method, key variables and data availability related to the rebound effect for Heavy Duty Vehicles. A third object is to use quantitative models/tools to estimate the rebound effect associated with new fuel economy standard or fuel consumption reductions related with Medium Duty/Heavy Duty vehicles in the U.S. Programs and policies designed to increase the fuel efficiency of medium- and heavy-duty vehicles may overestimate the benefits associated with their programs because entities, for example, may choose to switch from one mode of transport (e.g., rail) to truck transport, given that the cost per mile of truck driving has been reduced compared to rail (i.e., intermodal shifting). This analysis is needed to support the current regulatory work to reduce greenhouse gas emissions from the medium- and heavy-duty sector. The Geospatial Intermodal Freight Transportation (GIFT) model is the only known model that allows for the modeling of intermodal freight transportation, which is an important component of the rebound effect. This notice is not a request for competitive proposals. However, any firm believing it capable of meeting EPA's requirements may submit technical documentation to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 15 calendar days of the posting of this notice. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
