- THE 2007 NORTH AMERICAN INDUSTRAIL CLASSIFICATION SYSTEM (NAICS) CODE APPLICABLE TO THIS PROCUREMENT: 221 UTILITIES. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Facilities Engineering Command Southeast, Public Works Department, NAS Pensacola, FL intends to award a sole source contract under the authority of 10 U.S.C. 2913 which allows the Navy to enter into agreements with gas or electric utilities to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utilities) to address the requirement and circumstances of the installation. For purposes of qualifying under this notice, an entity must meet the definition of a Utility before an agreement can be initiated. This contract will be referred to as ENERGY MODERNIZATION BLDGS 3221, 3460, 3828, & 3465, and will complete the design and implement several additional energy conservation measures (ECM) for NAS Pensacola as a result of a no-cost preliminary energy audit. NAVFAC SE has identified a new Utility Energy Service Contract as the preferred contracting vehicle to meet the requirements due to the potential benefits over other contracting vehicles to include incentives that may be available from a gas or electric utility. Interested utilities may identify their interest and ability to meet the requirements stated herein and may submit their corporate capabilities for consideration. The submission must include the NAICS code and Cage Code. A determination by the Government not to compete this contract based upon responses to this notice is solely within the discretion of the Contracting Officer. Please note the following: (1) Financing is not needed and will not be accepted as an incentive; (2) The government requires at least 6 years of M&V as an incentive (6 yrs is the simple payback for the project); and (3) Interested utilities are to include in their responses to this notice the incentive(s) they are willing to offer.
