Description
The Air Force Life Cycle Management Center (AFLCMC), Armament Directorate, Direct Attack Division, Eglin AFB, FL intends to negotiate on a sole source basis for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for further integration and sustainment of the GBU-57 Massive Ordnance Penetrator (MOP) system with The Boeing Company, 6200 JS McDonnell Blvd., Saint Louis, MO 63134-1939 based on the authority of Federal Acquisition Regulation (FAR) 6.302-1. The GBU-57 system is composed of a BLU-127 warhead, KMU-612 tailkit, BRU-72 bomb rack systems, MOP Loading Adapters, MXU-1012/B separation nuts, and separation nut simulators. The IDIQ contract would have an ordering period of 3 years with an anticipated maximum dollar amount of $80,000,000. The Government intends to solicit, negotiate, and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Deliveries and tasks under this IDIQ contract may include providing supplies and services in support of all MOP hardware and support equipment such as repair analysis and repairs, engineering technical support, and spares provisioning. Under repair analysis and repairs, the contractor will support the receipt, inspection and troubleshooting of returned GBU-57 MOP system hardware and deliver a failure report with the observed problem(s), root cause(s), recommended problem solution(s), and provide necessary repairs. Engineering Technical Support tasks will include assistance as requested to Government personnel to maintain the systems and provide field support including, but not limited to, assistance with activities such as builds, re-kits, inspections, and minor field-level repairs. Spares provisioning tasks may require the contractor to provide a current list (and updates) of field reparable parts, deliver spare assets to support MOP weapon systems in the field, maintain depot level spare assets as directed by the Government at the factory, and provide logistics management for the MOP weapon system to include support of Government cataloging and nomenclature assignment for all top-level drawings and components. This action also requires the ability to manufacture and deliver replacement or additional MOP hardware. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. Any offerors responding to this notice must provide evidence of capability to perform the above requirements to include detailed knowledge of the GBU-57 MOP system and related support equipment. If the contractor does not have Secret clearance with a special background investigation, response to this notice must contain proof the contractor understands the requirements for obtaining this type of clearance and that they can meet the requirements. In addition, the contractor must provide engineers and technicians with a SECRET level clearance in accordance with Industrial Security Manual (DoD 5220.22M) prior to contract award. The Boeing Company is the only known existing source of the technical expertise required to support this requirement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting point of contact identified above.
