Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement also constitutes the solicitation; quotes are hereby requested. Request For Quotation (RFQ) number is N66604-13-Q-0071. NUWC Division Newport intends to purchase the following items on a Sole Make and Model, No Substitutions Allowed Basis: CLIN 0001 Crystal Group Model CMS-00096 High Performance Workstation, RS265G, 760W 1+1, 2X5508, 48GB, 5X2TB, BDRW, 5805 raid, 2 1000SX fiber ports, 2 100FX Fiber Ports, 50 Each. The Crystal High Performance Workstations being procured must be the identical models to shipboard systems in order to support building software packages for ship board systems that are carried to the submarines for installation, weekly certification of Information Assurance (IA), patches for submarine and to test and certify all network user systems and software applications. Required delivery is 90 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. This is 100% set-aside for small business. NAICS 334111 and size standard is 1,000 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. The Government will make award to the lowest price technically acceptable (LPTA) offeror. Technical acceptability is based on the following factors: 1) Technical acceptability of the item proposed (all items shall be of the sole make and model specified and shall be new, non-refurbished items); 2) Past Performance, and; 3) Delivery (all items shall be delivered 90 days after contract award). Past Performance “ The Offeror shall provide at least one example, within the past three years, of successful performance of a significant contract or subcontract having a similar requirement relative to similar systems and dollar values. Provide contract number, point of contact with telephone number, email address and contract dollar value. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: NAICS 334111, size standard (non-manufacturing rule applies). See FAR Clause 52.219-14 Limitation on Subcontracting and FAR 19.102 (f) for more information. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Offers must be submitted to Commercial Acquisition, Building 11, Naval Undersea Warfare Center Division Newport, Code 1191, Simonpietri Drive, Newport, Rhode Island 02841-1708, faxed to 401-832-4820, or submitted via the NECO Website.
