- The Golden Gate National Recreation Area (National Park Service), located at Fort Mason, San Francisco, CA, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for restoration of Redwood Creek, at Muir Beach, Marin County within the Golden Gate National Recreation Area, CA. The work under this contract includes: grading to restore a 1.2-acre floodplain at Muir Beach by demolishing an existing parking lot to the depth of native marsh soils and placing newly excavated native soils to grade; constructing two new secondary channels in sandy soils to enhance creek function; constructing a new 164-car parking lot and picnic area at an adjacent location using fill excavated from the old parking lot; installing four new vault toilets; and placing a new 215-LF prefabricated aluminum pedestrian bridge, with two pullouts, placed across the new floodplain. Additionally, the contract will include two options to build new trails, including a beach access trail and a Pacific Way trail. A well qualified contractor should have experience with careful sequencing of earth materials, use of a limited staging area, experience working in a a highly sensitive natural environment, and experience following strict regulatory requirements to avoid take of three species on the Federal Endangered Species List, including: the California red-legged frog, coho salmon and steelhead trout. Magnitude of the project is between $1 Million and $5 Million. Construction/contract completion time is anticipated to take approximately 150 calendar days after notice to proceed to include inspection and punch list. ALL WORK MUST BE COMPLETED NO LATER THAN OCTOBER 15, 2013. The North American Industry Classification System (NAICS) code for this work is 236220. This is a total small business set-aside. The small business size standard is $33.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractor, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.
