Description
N68335-13-R-0078_PEMA Phase II System Specifications THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Aircraft Division Lakehurst is requesting information pertaining to the Portable Electronic Maintenance Aid (PEMA) program for Commercial off the Shelf (COTS) fully ruggedized clamshell computers. PEMAs are support equipment hardware devices used by maintenance personnel in direct support of a Weapon System to perform maintenance, inspection, fault diagnosis and repair tasks. PEMA serves as the host for Interactive Electronic Technical Manuals (IETMs), Automated Logistics Environment (ALE), and Diagnostic/Prognostic applications. PEMA is a COTS product and is standardized across the fleet. The Government is requesting information on the availability of units capable of performing the requirements stated in the attached specification. Please provide documentation that would describe units to meet the above requirements. For your convenience, a checklist is provided in appendix A of the specification to annotate compliance for each requirement and the verification method. Please provide any documentation from independent laboratories for proof of specification compliance where necessary. Additionally, we request that interested sources include estimated price information in their submission for projected unit costs for equipment that will fully meet the attached specification. It is anticipated that if a solicitation is issued it will be for a quantity of up to approximately 2000 PEMAs per year for three (3) years. Finally, we would like to have five test units to verify in government laboratories that the stated requirements can be met: two units will be required for MIL-STD-810G, two units will be required MIL-STD-461/464, and one for Fleet evaluation. Testing will be conducted in accordance with section 4 of the attached specification. Concluding testing, the government will provide test results back to each participant. The government will not pay for any of the five (5) units nor will it pay for any damages done to the units while in the Governments possession. Due to the testing required, please note that some units may be damaged beyond repair. Please forward units for test to Commander Naval Air Systems Command Attn: Jeffrey Allen 4.7.1.2.3, Buse Road B2272 S349, Patuxent River Maryland, 20670. Respondents are notified that a formal solicitation MAY NOT necessarily result from the RFI. Any comments provided may or may not be included in a formal solicitation. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. All proprietary information submitted must be clearly and properly marked as proprietary.
