- SOURCES SOUGHT NO. W91247-13-T-0005 PROJECT TITLE Scheduled and Unscheduled maintenance of the existing OmniView X-Rail Inspection System, Fort Bragg, NC, The Fort Bragg Directorate of Emergency Services has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposals; and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business firms relative to the North American Industry Classification Code (NAICS) 334517 - Irradiation Apparatus Manufacturing. The Small Business Size Standard is 500 employees. The Government will use responses to this sources sought synopsis to make an appropriate acquisition decision about soliciting this project as either a competitive Set-Aside or full and open competition as Unrestricted; or to proceed with this project as a negotiated sole source procurement. Award of a single contract consisting of a one year period of performance is anticipated. The incumbent contractor is American Science and Engineering, Billerica, MA. The current order number is W91247-11-P-0284. PROJECT INFORMATION: The scope of work involves the contractor shall furnishing all labor, materials, parts, tools, supervision, and transportation necessary to provide preventive maintenance and incidental repair services to the Omni View X-Rail Inspection System, Fort Bragg, North Carolina, in strict compliance with equipment Operation and Maintenance Manuals, commercial practices, and manufacturer specifications. The Omni View X-Rail Inspection System is utilized for vehicle vehicle and truck inspection by the Fort Bragg Directorate of Emergency Services. With the implementation of additional technology and security procedures to enhance security and reduce the threat potentially caused by vehicles gaining access on to the installation, it has become necessary to commit resources to this system with a combination of technology for security and access control. THE FOLLOWING INFORMATION IS REQUIRED: 1. Name of firm with address, phone, fax, e-mail address, and point of contact. 2. State if your firm is a Small Business Administration (SBA) certified 8(a), Small Disadvantaged Business, HUBZone, SDVOSB, or WOSB firms relative to the specified NAICS. 3. Responses to this sources sought synopsis shall provide the following information: a. Describe your firm's ability to meet identified Mandatory Government Requirements as identified above b. Identify if your firm provides this maintenance to commercial firms. If so, please describe briefly to include identifying how you invoice those commercial firms for the application and the service. d. Identify if your firm has a Commercially Available Off-The-Shelf (COTS) maintenance services, if the COTS needs to be modified, or if would have to develop a maintenance package to meet the identified requirements. If development or COTS modification required, please provide a rough order of magnitude (ROM) of the cost to meet the stated requirements. e. Indicate whether your firm intends to submit a proposal for this requirement. f. Identify how long of a phase-in will be necessary in order for your firm to be prepared to provide full services at start date. Responses must be received no later than 12:00 p.m. EST, on 29 January 2013. It is requested that interested concerns submit to the email address identified above, a brief capabilities statement package (not to exceed 2 pages in length, single spaced, 11 point font minimum). RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Please visit the FBO Website at www.fbo.gov for future contract opportunities. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the government make the acquisition decision, which is the intent of this sources sought announcement.
