Description
C-130 Weapon System Solicitation Number: FA8252-13-R-AAAA Agency: Department of the Air Force Office: Air Force Materiel Command Location: Hill AFB OO-ALC Synopsis: The United States Air Force is planning an acquisition strategy for the follow-on production of the C-130 Ball Screw Assembly, NSN 1620012636733/Part Number 8430M4. The C-130 Ball Screw Assembly requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source requires acquisition of the part from the approved source. The approved source retains data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Therefore, this acquisition is for continued production of highly specialized components. The C-130 Ball Screw Assembly is a unique design item, due to special manufacturing heat treat processes, tolerances, and the operational environments for which it was designed. The assembly consists of 80 major components which are composed of a variety of subcomponents. Of the major components and subcomponents, approximately 82 are sole source on this assembly. At least two (2) assemblies must be destroyed to determine the material properties, due to a special heat treat process utilized on some of the major components of this assembly. Once this is completed, a one-year field service evaluation is required. The majority of the items are limited to the qualified source and the design specifications are controlled by the aircraft Original Equipment Manufacturer. The estimated award date is 5 JUN 2013 with performance expected up to 5 DEC 2014. First delivery of fully qualified production units is to begin within 6 months of award. The current estimate for delivery quantities is as follows: 5 DEC 2013 - 619 units, 5 JUN 2014 - 359 units, 5 DEC 2014 - 289 units. This delivery schedule must be met or exceeded. Note: The C-130 Ball Screw Assembly and associated interface data is contractor proprietary and therefore not available. Any required qualification or integration testing costs, such as a First Article Acceptance Test (FAAT) program, would be applied to the production price. The contractor must provide adequate production, test and logistics (warranty) support to ensure and maintain operational readiness and suitability of the C-130 weapon system for a minimum of 20 years. This is not a Request for Proposal (RFP) and it is not the Government's intention to pay for information solicited at this time. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
