DISCLAIMER This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Please limit your responses to no more than 10 pages and total file size of 5MB or less, and identify a representative to support further Government inquiries and requests for clarification of the information provided, if needed. Marketing materials are considered an insufficient response to this RFI. Responses submitted by email and are due by 3:00 PM EST, February 6, 2013. Title e-mail responses in the subject line of the e-mail as follows: "Response to Primary Metro E Data Services for San Juan Station 672". Please provide your RFI responses to Michael Brill, Contract Specialist, michael.brill@va.gov and Robert Kirzow, Contracting Officer, robert.kirzow@va.gov. The Department of Veterans Affairs (VA) is seeking Vendors that can provide data services to the San Juan VA Medical Center main facility and all the satellite facilities within Puerto Rico and the Virgin Islands. Data services VA is interested in are Metro Ethernet, point to any point circuits with data speeds from 5Mpbs, 10Mbps, 100 Mbps, and 1000 Mbps. These services shall support Quality of Service (QoS) using the Differentiated services architecture. See Attachment B locations address and Attachment A showing desired bandwidth. 1.Can you provide Metro Ethernet services to the locations listed in the Attachment B? 2.If you can, please note in your response if the location will require network built-out? 3.If network built out is required, will this be a cost to the VA? 4.Can your Metro E service support, point to any point connection and Quality of Service (QoS) using the Differentiated services architecture? 5.Please provide a list of other data services you can provide at each location, i.e. Point to Point T-1, DS 3 that wouldn't require network build. 6.For the San Juan Medical Center location can you support service redundancy, and route and/or circuit diversity? If so please provide details. 7.Does your company currently offer these services under a Federal Supply Schedule Contract? If so please provide the contract number and CLINs. 8.Please provide any Service Level Agreement(s) that would be associated with your services. 9. Does your services support the assignment of Telecommunications Service Priority (TSP)? Information on the TSP can be found @ Website: http://tsp.ncs.gov 10.A brief summary of your technical approach to meet the requirements. 11.A Rough Order of Magnitude (ROM) cost estimate for implementing the required services at the locations specified. 12.A High Order Milestone Schedule (including total anticipated schedule length) for implementing the required services at the specified locations. 13.Do you offer these services in commoditized, off the shelf, product(s)?
