Description
The Department of Veterans Affairs, VA Perry Point Medical Center, has a requirement to perform HVAC repairs and upgrades at the Loch Raven VA Medical Center. The address is 3900 Loch Raven Blvd, Baltimore, Maryland 21218. The contractor will be required to perform all work as outlined in the Statement of work below. THIS PROCUREMENT IS SET-ASIDE 100% FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) FIRMS. The Department of Veteran Affairs anticipates awarding a Firm-Fixed Price contract resulting from the solicitation numbered VA245-13-B-0063. The solicitation will be issued as an Invitation for Bid (IFB) and will be visible to the general public and all interested firms 15 business days after this notice. The contractor will be required to perform all work in accordance with and as outlined in the statement of work. Inquiries to this notice shall be submitted no later than 10 calendar days of the posting of this notice. Inquiries/information received after the established deadline shall not be considered. In accordance with FAR 36.213-2 Pre-solicitation Notices, this notice has been provided through the Government-wide point of entry in accordance with FAR 5.204. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification will be required (valid citizen and non-citizen ID cards, valid passport, or naturalization papers) to go through the required access for VA Medical Center. The applicable North American Industry Classification System Code for this procurement is 238220. To be considered a small business under this code the SBA size standard must not exceed $14.0 Million. The construction cost range for the project is between $100,000.00 and $250,000.00. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. Scope of Work 1.PROJECT DATA: TITLE: Loch Raven HVAC Repairs and Upgrades BUILDING/FACILITY: Loch Raven VA Medical Center Job Order Contract Number: Task Order Number: PROJECT REQUEST NO: 512-13-202 COTR: Whitney Burger, Facilities & Engineering REQUESTOR: Facilities & Engineering CONTRACTOR: CONSTRUCTION DURATION:120 days 2.GENERAL SCOPE: Implement repairs to correct HVAC deficiencies reported in the Loch Raven Retro-Commissioning Report and summarized in the Detailed Construction Requirements below. All programming modifications to equipment sequence of operations and all control integrations for replacement equipment must be completed by the existing Building Controls Contractor, Johnson Controls. 3.GENERAL CONDITIONS AND DEFINITIONS: a)COTR: Contracting Officers Technical Representative. V.A. employee of VAMC Facilities and Engineering Service officially assigned to act as Project Manager and Inspector on behalf of VAMC and Contracting Officer. COTR shall be "First Point of Contact" on all matters concerning contract work for subject Project. b)Coordinate all administrative and construction requirements exclusively with or through assigned COTR of VAMC Facilities and Engineering Service; and. neither discuss contract work with, nor take any directives concerning contract work from any other person than COTR unless specifically permitted and authorized to do so. c)Review and sign the Infection Control Construction Permit (ICCP) that will be provided by COTR. ICCP must be posted outside of work area at all times. d)ILSM: Interim Life Safety Measures: Any series of Operational Actions taken to temporarily reduce Hazards posed by Life Safety deficiencies which have been created by demolition, renovation, or construction works, and which are to remain in place and in effect for duration of Contract work. e)Provide interim life safety measures (ILSM) where fire protection, fire suppression or smoke/fire partitions will be shutdown or rendered ineffective during construction. Coordinate with VA safety office through VA COTR. ILSM must be posted outside work area at all times. f)PROVIDE: Whenever used throughout Scope of Work, term "Provide" is to be understood to mean -Purchase newly manufactured; Furnish delivered to VAMC work site in protective containers; Secure from tampering or theft; and Install in accordance with Contract Scope of Work, Drawings, Specifications, and Manufacturer's Instructions all required items of administrative submittals, labor, demolition, construction, equipment items, and installation works for entirety of Contract. g)Definition of Terms Remove and Install with respect to subject project work: a)Remove - shall be understood to mean that existing object or system shall be carefully disassembled or dismounted in serviceable condition, without being damaged, shall remain VAMC property, and be either turned-over to VAMC, or stored as directed, all with intention of remounting or reusing item again in future. b)Install - shall be understood to mean to replace existing object with new object. h)All electrical work such as pulling-in of wires and cables, circuit-breaker work, installing electrical devices and disconnect switches, working in electrical panels, and making of all electrical connections shall be done by certified electrical journeymen, known and formally documented to be qualified in and experienced in electrical work. i)Coordinate all utility shutdowns with VA COTR. j)Remove all debris and clean work site daily. 4. DETAILED REQUIREMENTS: Note: All work will be performed between the hours of 7:00am to 4:30pm on weekdays. Alternate hours can be approved by the COTR with 48 hours notice. Weekend, holiday, or alternate shift work needs to be approved by the COTR with 48 hours notice. General Notes: 1.)Provide daily on-site project management to coordinate all building trades and provide liaison for construction and VA Project Engineering. General Foreman will be designated and be on-site at all times with authority to act on behalf of the Contracting firm. 2.)Follow all Infection Control Risk Assessment (ICRA) guidelines for dust control during all construction work. A construction dust "Risk Assessment" will be conducted by the Medical Center's Infection Control Nurse. Temporary "dust" barriers will be installed based on this assessment. Bi-weekly inspections of barriers and work areas will be conducted by Infection Control Nurse, Safety Manager, and COTR to enforce implementation of risk assessment. 3.)Follow Interim Life Safety Measures. Any series of Operational Actions taken to temporarily reduce hazards posed by Life Safety deficiencies which have been created by demolition, renovation, or construction works, and which are to remain in place and in effect for duration of Contract work. Provide interim life safety measures (ILSM) where fire protection, fire suppression or smoke/fire partitions will be shut down or rendered ineffective during construction. Coordinate with VA safety office through VA COTR. ILSM must be posted outside work area at all times. 4.)All equipment and materials shall be approved prior to being brought on job site. 5.)Normal work hours are Monday through Friday 8:00 a.m. to 4:30 p.m. However, for critical areas that will require shut-downs, work shall be completed on 2nd and 3rd shifts and weekends. Contractor shall make prior arrangements with the COTR to coordinate shut-down periods. Also, contractor shall make arrangements for sub-contractors to work in secured areas. VA will not grant access to subs, it is the responsibility of the contractor. 6.)Daily logs are required the following date of each day worked. 7.)When using special keys for access to roof, mechanical and electrical areas, doors must be kept closed and locked while in such spaces. 8.)Contractor must obtain a burn permit from VA Safety Office prior to any welding, soldering work and burning. 9.)Contractor shall provide negative air pressure and dust partitions in all areas of work to prevent dust from getting into patient and employee occupied areas. 10.)All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. VA issued ID Badges shall be worn by all workers. 11.)The work is in a professional environment, employees must conduct themselves accordingly. Employees shall not use abusive language, carry firearms, or bring alcoholic beverages on site. Employee's dress code shall consist of normal work uniform. Shirts must be worn at all times. 12.)Contractor shall provide general clean-up to construction area daily to the satisfaction of the VA Project Manager. 13.)Hospital smoking policy (NO SMOKING IN THE BUILDING) 14.)OSHA and VA CONSTRUCTION SAFETY STANDARDS will be enforced. Contractor must have 30 hour OSHA Construction Safety course. 15.)Start up, test, check and adjust any replacement equipment in the presence of the VA COTR. 16.)Contractor, in coordination with the BAS provider, shall conduct an in-service for VA maintenance staff on control programming changes and all newly installed equipment. Demolition Notes: 1)Provide dust protection for any necessary demolition and construction in all areas of work according to ICCP. 2)Provide interim life safety measures (ILSM) where fire protection, fire suppression or smoke/fire partitions will be shutdown or rendered ineffective during construction. Coordinate with VA safety office through VA COTR. ILSM must be posted at work area at all times. 3)Debris and similar materials shall become property of Contractor and shall be disposed of off the Medical Center. 4)VA encourages reuse/recycling of all scrapped materials. Provide documentation to COTR for any scrap materials that are recycled. Construction/Control Programming Notes: Building 1 - CLC/Nursing Home: 1.)The chilled water circulating loop consists of two pumps, 20P-1 and 20P-2, each with 25 HP motors, both running at 100%. The pumps are equipped with new drives, but there is currently no pump speed demand control. Controls contractor shall revise the control sequence of operations to operate the Chilled Water Circulating pumps on building demand, while ensuring the Chillers always receive adequate flow. Contractor shall install the necessary differential pressure sensors in the appropriate locations of the Chilled Water Supply and Return lines and provide programming and set-up of the existing VFDs to operate on demand. Provide final system balance. Contractor shall provide updated control drawings. 2.)Contractor shall replace existing supply motors on AHUs A, B, C, D, and E. Contractor shall replace return fan motors on AHUs A, B, C, and D and the exhaust fan motor on AHU E. All motors shall be replaced with equivalent size and shall be premium efficiency. Motors utilized with variable frequency drives shall be rated "inverter-duty" per NEMA Standard, MG1, Part 31.4.4.2. Provide motor shaft grounding apparatus that will protect bearings from damage from stray currents. Contractor shall provide all electrical connections and start-up. 3.)Contractor shall replace VFDs on Supply Fans for AHUs A, B, C, and D. Contractor shall remove existing static pressure sensor and provide new static pressure sensor, for each AHU. VFDs shall be programmed to modulate fan speed in order to maintain static pressure as required in the building control sequence of operations. VFDs shall be ABB type and fully compatible with Metasys building Automation System. Each replaced drive shall have a circuit breaker installed/replaced. Pressure sensors shall be calibrated after Installation. Sheaves and tension belts on the AHU fans shall be aligned per the manufacturer's recommendations and AHU fans shall be balanced to the proper air flow. Contractor shall provide the COTR with a Test and Balance report. 4.)Contractor shall replace VFD on Return Fans for AHU A and program fan to operate as per original building sequence of operations. VFDs shall be ABB type and fully compatible with Metasys building Automation System. Each replaced drive shall have a circuit breaker installed/replaced. Pressure sensors shall be calibrated after installation. Sheaves and tension belts on the AHU fans shall be aligned per the manufacturer's recommendations and AHU fans (including those whose drives were not replaced) shall be balanced to the proper air flow. Contractor shall provide the COTR with a Test and Balance report. 5.)Contractor shall service Outside Air Dampers and Return Air Dampers on AHUs A, B, C, and D to free up stuck dampers and recalibrate damper positions to ensure AHUs are able to operate correctly in economizer mode, per the sequence of operations. Provide findings of damper conditions to COTR. 6.)Contractor shall restore damaged or missing insulation on the Supply and Return Air duct mains, located in the Attic and on the Chilled Water and Heating Water supply lines which feed AHUs A, B, C, D, and E in the Attic. Insulation shall match existing and comply with VA Specifications. Areas in need of insulation to be identified during pre-bid site visit. 7.)Replace the Supply Air temperature sensor to AHU E and map new sensor to Building Automation system. Building 5/6 - Outpatient Clinic: 1.)Replace Supply Air Static Pressure sensor on AHU #1 and recalibrate bypass damper control. Map new sensor input point to Building Automation System. 2.)Implement summer and winter nighttime setback strategy on AHU#1 and AHU#2, based on Discharge Air temperature reset, rather than On/Off Operation. Provide updated sequence of operations to the COTR for approval prior to download. 3.)Replace the Supply Fan VFD on AHU #3 and program fan to operate as per original building sequence of operations. VFD shall be ABB type and fully compatible with Building Automation System. Each replaced drive shall have a circuit breaker installed/replaced. Pressure sensors shall be calibrated after installation. Sheaves and tension belts on the AHU fans shall be aligned per the manufacturer's recommendations and AHUs shall be balanced to the proper air flow. Contractor shall provide the COTR with a Test and Balance report. 4.)Repair ripped flex duct on VAV-2-6 and VAV-2-30. 5.)Implement nighttime setback schedules on VAV boxes. Coordinate with COTR and Building occupants to determine hours of operation for various spaces in the building. 5. SUBMITTAL REQUIREMENTS: Contractor shall provide submittals as indicated in the "Schedule of Contractor's Submittals" listed at the end of this section. The Contractor shall furnish to the Contracting Officer, for his/her approval, all necessary manufacturer cut sheets prior to construction. The Contracting Officer will examine these submittals and one copy returned to the Contractor for correction, if necessary. Itemized below is a list of materials requiring drawings, certifications, manufacturer's literature, data brochures, Material Safety Data Sheets, technical data, and samples. These materials as noted shall be submitted to the Contracting Officer by the Contractor for approval using the appropriate form approved by the Contracting Officer. All submittals, except warranties and operating instructions, as noted below, shall be submitted not later than 7 days after receipt of the Notice to Proceed or as specified by the Contracting Officer. The Contracting Officer shall return the submittals approved or disapproved within 5 days after receipt, by VA Form 08-6225. If submittals cannot be made within 7 days after Notice to proceed or as specified by the Contracting Officer, the Contracting Officer shall be advised of the difficulty and an extension of time requested. Warranties and operating instructions are required at the completion of the Contract work. Four copies of all warranties and operating instructions shall be provided unless otherwise specified. The requirements include but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities, and shall ensure safe and healthful working conditions for its employees. B.Contractor shall assume the responsibility to guard against causing of fires and/or explosions and to protect Government Property. C.The Contractor shall perform the work in a manner consistent with the area security and fire safety regulations especially with regard to exits and exit way access. Utility shutdowns shall not compromise security, communication or fire safety for occupants. D.No flammable liquids shall be stored or used in the medical center. E.The necessary number and appropriate types of portable fire extinguishers are required per National Fire Protection Agency (NFPA) 10 and NFPA 241. F.The Contractor shall receive from the COTR a permit for all cutting, welding, and soldering. All permits shall be prominently displayed during all construction. G.All necessary precautions shall be taken by the contractor to prevent accidental operation of any existing smoke detectors or sprinkler heads. 8.HAZARDOUS MATERIAL REPORTING: A.The Contractor shall maintain hazardous material inventories and material safety data sheets (MSDS) for all hazardous materials (as defined in CFR 1910.120, 40 CFR's 355, 370, & 372) to be stored and used on this Medical Center. Hazardous materials must be inventoried when received and at the projects completion. The amounts used shall be maintained for the project duration, and for the calendar year (ending 31 December). B.Hazardous Materials Inventories, Material Safety Data Sheets and material quantities used shall be submitted to the Contracting Officer for approval. C.In the event of a spill, Contractor shall immediately notify the Contracting Officer's Technical Representative (extension 5138) as well as the Contracting Officer. The Contractor shall be solely responsible for the expense of any cleanup of such spill, and the cleanup shall be in accordance with the applicable provisions of 40 CFR Part 761. 9.ENVIRONMENTAL PROTECTION: In order to provide for abatement and control of all environmentally hazardous materials arising from demolition and/or construction activities, the Contractor shall comply with all applicable environmentally hazardous material control and abatement and all applicable provisions of the Corps of Engineers' Manual EM 385-1-1, "General Safety Requirements" as well as the specific requirements stated elsewhere in the Contract Documents. 10.INTERIM LIFE SAFETY MEASURES: A series of operational actions taken to temporarily reduce the hazard posed by life safety deficiencies created during and until completion of construction. Temporary construction partitions of non-combustible or limited combustible material that will not contribute to the development of spread of fire, smoke tight and have smooth clean surface. 11.
