- DRAFT statement of work COMMENT: The U.S. Department of Labor is seeking interested Service-disabled Veteran Owned Small Business (SDVOSB) firms to acquire a web-based content management system and solution and to acquire professional services for development of the replacement web-based Workforce3One.org system. This is a presolicitation notice and not a request for quote. The government will solicit for competition utilizing the procedures pursuant to the authority of FAR 13.106-1 and FAR SUBPART 13.5. Please also view the attached DRAFT statement of work. The request for quote will be released on or about 31 January 2013. If interested, please submit capability statements (NOT TO EXCEED 5MB) to Contracting Officer Keith L. Rhodia. After 31 January 2013, requests for a copy of the request for quote can also be sent via email to Contracting Officer Keith L. DESCRIPTION OF WORK: The purpose of this acquisition is to acquire a web-based content management system and solution and to acquire professional services for development of the replacement web-based Workforce3One.org system through an out-sourced hosted solution with ongoing support for web development, maintenance and operational support. The Workforce3One.org was implemented approximately seven (7) years ago in support of the Office of Workforce Investment (OWI) business objectives, with a major [platform?] upgrade four (4) years ago. The Office of Workforce Investment (OWI) is the office within the Employment and Training Administration responsible for providing national leadership, oversight, policy guidance, and technical assistance to the One-Stop system and the youth and adult employment and training programs funded under the Workforce Investment Act. It oversees the development and implementation of the nation's workforce and economic information system. At the heart of the American Job Centers (formally called One-Stop Career Centers) is the ability to provide services to businesses seeking skilled workers, employment assistance to individuals and workforce and economic information services to all customers. The One Stop delivery system provides universal access to an integrated array of labor exchange services so that workers, job seekers and businesses can find the services they need in one stop and frequently under one roof in easy-to-find locations. In addition, OWI provides similar leadership, oversight, policy guidance and technical assistance related to the Employment Service functions of the Wagner-Peyser Act, which focuses on providing a variety of employment related labor exchange services including but not limited to job search assistance, job referral, and placement assistance for job seekers, re-employment services to unemployment insurance claimants, and recruitment services to employers with job openings. Workforce3One.org supports the goals and objectives of the U.S. Department of Labor (DOL), Employment and Training Administration (ETA) by providing a repository for the accumulated technical assistance resources that are used to advance the public workforce system. Workforce3One.org's target audience is not the public at large, but rather the nation's workforce professional audience at the Federal, state, and local levels, including non-governmental organizations and associated individuals. The target audience is estimated at 100,000-200,000 individuals nationally. Anticipated Labor Categories: Program Manager Web Design/Developer System Administrator Database Administrator Senior Business Analyst IT Security Specialist The period of performance is anticipated to have a one year base period and four options to be exercised annually. The contract type will be firm-fixed price contract. Only one contractor will be selected for a single contract award.
