- ****PLEASE CONTACT GLENDA MORGAN, IN WRITING, AT glenda.m.morgan@nasa.gov or fax 256-961-7723 FOR QUOTE OR TECHNICAL CONCERNS. NASA.MSFC has a requirement to propose to develop a prototype antenna system that operates at two frequencies required by the MSFC Software Defined Radio (SDR) system. The antenna will be a single structure, operating at S-band (2-2.4GHz and X-band (8-8.4GHz), with right hand circular polarization (RHCP). NASA/MSFC intends to purchase the items from University Space Research Associations (USRA), on a sole source basis. USRA has previous exprience with the research of the patch antenna being used by the Programmable Ultra Lightweight Software Adaptive Radio (PULSAR) transponder. The research deals with Intellectual Property (IP) as well as Patent Application with this antenna design. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Glenda Morgan at glenda.m.morgan@nasa.gov or fax to (256) 961-7723 not later than 4:30 p.m. local time on February 4, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
