Description
The National Institute of Mental Health (NIMH), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) intends to issue a Request for Proposals (RFP) No. HHS-NIH-NIDA (MH)-13-269 to re-compete a requirement currently being performed under NIMH Contract HHSN271200800025C with the University of North Carolina at Chapel Hill entitled, "NIMH Psychoactive Drug Screening Program (PDSP). This procurement is being competed under full and open competitive procedures under NAICS Code 541711. It is anticipated that a single Cost Reimbursement, Level of Effort type contract will be awarded for a one (1) year period of performance beginning on or about August 28, 2013. The Government may exercise options for four (4) one (1) year option periods. The services required in the option periods will be the same scope provided during the base year. Additionally, Option Quantities may be exercised for additional screening services. The purpose of this solicitation is to re-compete for contract services to support the NIMH Psychoactive Drug Screening Program. The contact services include continuing to provide screening of novel synthetic compounds and natural products for potential use as research tools or probes for basic and clinical research, as therapeutic agents for mental disorders, and as PET, SPECT, and fMRI ligands for functional brain imaging. This program is primarily intended as a screen for compounds that have previously been shown to possess pharmacological, biochemical, or behavioral activities relevant to NIMH and not for the purpose of large-scale, random screening of natural products or combinatorial libraries. However, limited screening may also be conducted on small libraries of synthetic or natural product compounds of unknown activity and on hit or lead compounds generated through NIH-funded HTS or chemistry programs. Compounds will be provided by the research community, primarily NIH-supported investigators. It is anticipated that the Contractor will receive and screen compounds on a continuous and on-going basis, although the volume of requests will vary from month to month. This is a pre-solicitation notice in advance of the Request for Proposal (RFP), and the Government is not committed to award a contract pursuant to this announcement. The RFP, HHS-NIH-NIDA (MH)-13-269, detailing the specifics of the project as well as information pertinent to the development of an offeror's proposal will be available electronically on or about February 11, 2013, and may be accessed through the Internet at the Federal Business Opportunities website at: http://www.fedbizopps.gov. No paper copies will be available. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for any possible solicitation amendments that may be issued by the Government. Proposals will be due on or about March 28, 2013. Any responsible offeror may submit a proposal which will be considered by the Agency. This pre-solicitation notice corresponds to the Small Business Sources Sought notice # HHS-NIH-NIDA (MH)-SBSS12-262 and Research and Development (R&D) Sources Sought notice # HHS-NIH-NIDA(MH)-RDSS12-262, same title as above, which were previously posted on May 15, 2012.
