Description
NASA/MSFC has a requirement for a wide range of administrative support services to various NASA/MSFC programs and projects. Currently, OHC supports general administrative support services, record maintenance, desktop processing, TDY support processing and human resource automated and transactional processing.Additional support includes paralegal support and temporary management support assistance, at the George C. Marshall Space Flight Center (MSFC) and other Government-provided facilities. The OHC organization must understand the direction of the Agency and the Center, anticipate Center needs and requirements, and be responsive, prompt, and effective in providing its day-to-day services. OHC customers and partners are managers, Center employees. This action will allow NASA/MSFC to continue receiving admnistrative support services from Deltha Critique Joint Venture (DCJV), without disruption and at the appropriate levels, throughout the Center and through the upcoming Center reorganization. These services are required to meet the Agencys needs. NASA/MSFC intends to purchase the items from Deltha Critique Joint Venture (DCJV). Competition is impractical, at this time, for the following reasons: 1. DCJV is certified as an 8a, Minority Owned Business. A number of Agency changes over the past few years have created an uncertainty in future administrative support requirements at the Center (e.g., reduction in the overall NASA budget resulted in significant reductions in available Center institutional funds, retirement of the NASA Space Shuttle Program, Center reorganization to support new mission assignments, and attrition of administrative support personnel). The Marshall OHC was driven to explore the changing environment, and specifically how the administrative support requirements of the Center were evolving. OHC recently completed an Administrative Workforce Study Project to address the impacts of several of these factors on the administrative workforce at the Center and is in the process of finalizing a resulting plan of action. Given the timing of this effort, it would be extremely difficult to establish the requirements for a contract re-competition during the implementation of the OHC Plan. Due to the nature of the services provided, the amount of training required on Center administrative processes, and need for continued administrative support services without a break in service, offerors other than DCJV are not being solicited for this bridge action. The bridge is a means of temporarily fulfilling the Governments essential need for administrative support services and will be utilized only until a follow-on competitive contract can be awarded. DCJV has performed exceptionally well, comprising almost 60% of the Centers total administrative support workforce. They support not only OHC requirements, but customers Center-wide and at MAF with general administrative support. Given the amount of work done on a daily and monthly basis, it is clear that a break in services would have a severe, negative impact on the Center in fulfilling their overall work requirements. 2. The 12-month extension would provide the Center time to define detailed requirements for an administrative workforce that can be the most responsive to the needs of the Center following its reorganization, and the most effective given the dynamics of an ever growing contractor segment of the administrative workforce. The MSFC will utilize this time to undergo extensive research of the 8(a) market to support these requirements. It is also contemplated that this effort be obtained via a General Services Administration (GSA) Federal Supply Schedule (FSS) and this extension would provide time to research this possibility and the market to support it. MSFC intends to initiate a competitive procurement for the CAS follow-on requirements in June 2013, which will result in contract start June 1, 2014. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 8, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
