Description
The United States Government, represented by The United States Agency for International Development (USAID), through the Regional Contracting Office in Kosovo, intends to issue a Request for Proposal (RFP) for a new project entitled Growth-Oriented Local Development (GOLD) Program in Bosnia and Herzegovina. The goal of the Program is to increase economic opportunities for BiH citizens and the purpose is to increase level of growth-oriented economic activity in selected localities. GOLD is expected to be jointly-funded by USAID and the Swedish International Development Agency (Sida). The Program will have the following objectives and cross-cutting priorities and resources: Objective One: Improved Local Economic Development (LED) management capacity resulting in increased number of specific initiatives resulting with increase of economic activity; Objective Two: Improved economic tools for economic activity, resulting in mobilization of finance through the project’s activities and an increase in the number of specific initiatives for economic activity; Objective Three: Functioning, sustainable, transparent, institutionalized mechanisms developed that result in engaging public and private sector actors to spur economic activity, through increase in public-private partnerships; Objective Four: Strengthened capacity of the private sector, resulting in increased skill levels of employees in the private sector and an increase in the number of local supply chain networks and the economic value they generate. As part of the RFP, USAID will provide the Statement of Objectives (SOO) with illustrative activities and expected results that the interested offerors shall address in their proposed Statement of Work (SOW). The offeror’s SOW will become Section C of the resultant contract. In addition to their own unique SOW, Offerors will also be expected to submit draft five year work plan, a draft PMP, qualified key personnel, and past performance references. USAID will issue a RFP around February 15, 2013. Please do not consider this pre-solicitation announcement as a RFP and do not submit your proposals until the formal RFP is released. Award of this project shall be made subject to the availability of funds. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.203(a).
